Urban growth and development has proceeded at an amazing rate in the state of Florida. Cities and towns that started out as small cowtowns have been developed into massive population centers. As Florida has changed from a tourist destination to a retirement state, growth planning has been a major component of infrastructure development. Growth planning may include studies of water demands, transportation needs, housing and urban growth, and related growth planning materials. The Florida Heritage Collection offers many works about the growth and development of Florida. Some of the documents highlight historical sketches of towns such as Miami and Tampa, growth of the school systems, and government efforts and programs for development, such as the Works Progress Administration. The materials in this section of the collection detail many interesting aspect's of Florida's evolution as a major population center, providing both historical and more current views on the subject.

ROB O'NEAL/The Citizen A plume of sediment is stirred from the harbor bottom as a cruise ship begins to dock at Mallory Square. Environmental groups are calling for studies of the impacts of cruise ships on the marine environment. KEY WEST Cruise ships are a hot topic. Every person who lives and works in Key West has a stake in understanding the environmental impact of cruise ships and the thousands of passengers they carry on the fragile marine environment of the Florida Keys. The problem is, no one not city officials or scientists currently has conclusive data in hand about the environmental impact of a big ship as it moves into Key West Harbor.

Center of Excellence
Tampa, Florida The Florida Center for Parent Involvement (Florida Center) is being established by the Center of Excellence in conjunction with the Florida Children's Forum, the Florida Mental Health Institute's Department of Child and Family Studies, and the HIPPY, Even Start and Head Start programs. The Center of Excellence, the lead agency, is a non-profit agency based in Tampa with sites in nine other Florida cities. It provides educational opportunities for minority students of preschool through high school age and their families. The Florida Center is focusing on assisting at- risk children and families, including those who are low-income, minority, disabled, inner city, migrant, or limited English proficient. The project is developing materials, providing technical assistance, and building training capabilities to help families become more involved with their children's education. Materials will be made available in a number of languages and formats (such as audio and visual as well as written), and disseminated widely using the currently existing statewide networks of the six partners founding the Florida Center. The Florida Center has four main objectives:
  • Establish and Operate a Statewide Information and Training Center
    The Florida Center is focusing on a number of themes, including empowering families to become their own advocates, enhancing family involvement in schools and community organizations, developing support strategies to help children with behavior problems, especially those of children with disabilities, combatting the effects of violence on families and children, and improving the readiness of children entering school. In addition, the Florida Center is providing technical assistance and training to improve and expand the HIPPY program throughout the state.

    The Public Health Service will also set up Metropolitan Medical Strike Teams (MMST) in each of the original 120 cities designated in the Nunn-Lugar-Domenici Amendment, which receive partial funding from the Nunn-Lugar-Domenici Program. To date, 47 cities have Metropolitan Medical Strike Teams in place. Metro Medical Strike Teams respond on the request of local authorities in charge of the incident. The MMSTs' focus is mass medical treatment and mass decontamination ability. They also facilitate coordination between area medical facilities to assure efficient use of available resources. MMSTs are 129 person teams divided into three groups, each consisting of 43 people. The MMSTs have a diverse makeup, consisting of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers
