Chair Board of Supervisors Jennings currently serves as President of Jack Jennings and Sons, a central Florida construction company, and established herself early on as an energetic and reputable leader in an industry dominated by men. In 2002, the family-owned business celebrated its 54th anniversary. A native Floridian, Jennings, 53, spent 24 years elected in public service. She was the youngest female elected to the Florida House of Representatives at the time (1976), and was subsequently elected to the Florida Senate in 1980. She was the first Republican woman in the Legislature elected by her colleagues to serve as President of the Senate, and was the first Senator in history to serve two successive terms as President (1996-2000). She was also the first Republican woman Minority Leader of either house of the legislature, serving two terms (1983-1984 and 1986-1988).

Back to Home News Monday, Apr 07, 2003 Local Posted on Fri, Feb. 14, 2003 Budget alternative offered By Melanie Yeager DEMOCRAT STAFF WRITER University presidents Thursday offered a plan to lawmakers that pays for Florida's education needs without pitting K-12 against higher education. "It funds the class-size amendment but also funds higher education and doesn't shift dollars, for instance tuition dollars, out of the higher ed system into the K-12 system," said T.K. Wetherell, president of Florida State University. Wetherell, who chaired a committee for the 11 public university presidents that created the new budget scenario, said their plan scales back what Gov. Jeb Bush proposes to spend on public schools by $229 million, but still leaves $456 million to operate schools and $1.8 billion for new public school buildings. More than that would be too much, he said.

Sheldon for education
The job of elected education commissioner will disappear in two years, but those two years could be crucial to the future of Florida's public schools. On Election Day, voters will decide whether the state's last elected education commissioner should be a figurehead for the governor or an aggressive advocate for Florida's school children. Democrat George Sheldon, a former deputy attorney general for Central Florida who also represented Hillsborough County in the Legislature for eight years, would be an aggressive, independent advocate. Sheldon avoids the simplistic rhetoric common to both sides of the debate over Gov. Jeb Bush's sweeping plan of school testing and vouchers, concentrating instead on pragmatic ideas for improving schools and student performance. Sheldon favors revising school testing formulas so that they accurately reflect each student's progress over the course of a school year and reward teachers and schools accordingly. He advocates universal preschool instruction for all of Florida 4-year-olds, and he wants to expand alternative schools for disruptive students, so that all other students have a safer and more productive learning environment. Sheldon has several other common-sense ideas for improving teacher accountability and parental involvement.

Civil Rights and Testing
A Louisiana parents' group has filed a civil rights complaint with the U.S. Department of Education, asking for an investigation into the "misuse and abuse of standardized tests" in the state's new high-stakes testing system. This fall, Louisiana began holding back 4th and 8th grade students who fail the state's new standardized tests. As many as 18,000 students in the two grades were retained. "Not one of the other 50 states has implemented such a scheme for grade school children," notes the complaint by the parents' group, Parents for Educational Justice. "There is good reason [for this]- it has proven to be an educational disaster for children in minority and poor schools." Susan Bowers, acting assistant deputy secretary, said the Office of Civil Rights has received four complaints - involving North Carolina, Texas, Ohio and Nevada - prior to the one from the Louisiana parents. These were resolved by adding summer school and accelerated programs geared toward the tests. "What we have never done is require the state to stop using the tests," Ms. Bowers said. Parents for Educational Justice tried unsuccessfully in federal court last spring to prevent the state from using the test to determine a students' academic fate.

Welcome to the Florida School Report Homepage, an initiative of the Council for Educational Change to motivate and empower Florida communities to take action to improve education. As an online resource, the Florida School Report provides an alternative way of looking at current and historical test data and school site demographics. The Report does not grade schools, but provides common benchmarking of school performance by grade level and subject. The Florida School Report has three essential components: School Data - Florida Comprehensive Assessment Test (FCAT) results are used to identify how well individual schools are performing when compared to schools with similar characteristics and student populations. Three different charts are used to display comparative data on student performance. Best Practices - Research reports on classroom practices and supporting administrative policies will be available as a resource for educators and policymakers. High performing schools selected for this research effort are identified annually by Florida School Report data analyses. District and school site research is conducted by a team led by Florida Atlantic University's College of Education. Training/Tutorials - Training sessions on using the various components of the Florida Schools Report are scheduled to be available March 2003.
