If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality. Alternative schools evolved decades ago to provide an academic option for students not successful in regular education programs

Alternative Schools - The last chance for success

This is the 12th in a series on educational alternatives. Military-style programs and alternative schools are often the only alternative - and a last-ditch effort - to keep kids in school and on track. Alternative schools are public school programs designed to meet the needs of students who are disruptive or unsuccessful in a normal school environment. They run the gamut from learning centers that stress occupational skills to shelters to county-jail schools to boot-camp or military-style programs. Each of the school districts in South Florida runs alternative education programs within schools and stand-alone centers.
In Miami-Dade County, there are 38 centers, serving the needs of children in grades kindergarten through 12. The centers include drug/alcohol rehabilitation centers, alternative education centers and disciplinary programs. Broward County has seven alternative programs, serving the needs of three different populations of students: unmotivated students who are unsuccessful in a traditional school, teen parents and disruptive students who would normally be expelled from the school system because of infractions they have committed.

Absent 21+ Days (Students)

The percentage of students from the total enrollment who were absent 21 or more days during the school year. District- and state-level data is calculated by school type.
American College Test (ACT)
The number of students tested, the percentage of 12th graders tested, and the composite score for students tested on the American College Test, an aptitude test widely used for college placement and admission purposes. Figures are presented for high schools only, but district and state results may include examinees enrolled in alternative schools as well as regular high schools.
Average Class Size
Grades K-5* (elementary schools), shown as a single average for all classes, rounded to one decimal.
Grades 6-8* (middle schools), shown as an average for each of four subject areas: math, science, social studies, and language arts.
Grades 9-12* (high schools), shown as an average for each of four subject areas: math, science, social studies, and language arts.

Parents who choose public schools often do so on the strength of special programs available to their child. Many public school districts have taken an innovative approach that moves away from one-size-fits-all programs to expand choices available to parents. The most prominent approaches include:

Magnet Schools
Many school systems have established magnet school programs for a small percentage of their students. Magnet schools, sometimes called specialty schools, gained popularity during the 1970's as alternatives to mandatory desegregation plans. They provided specialized programs such as science and technology or the performing arts, for instance to attract a racially diverse student body from across a school district. By the early 1980s, there were approximately 1,100 magnet schools in 140 urban school districts nationwide. Some magnet schools require students to compete for admission, setting grade point average or test score requirements for eligibility. Magnet schools do not generally have attendance areas, although in places like Milwaukee, Wisconsin, and Cambridge, Massachusetts, so-called "walk zones" were established to give some children living near magnet schools more access to these special programs. Such a policy was necessary because many of the early magnet schools established to foster desegregation were located in poorer urban neighborhoods. Children living in those neighborhoods often were denied access because they did not qualify for the special programs or because, as children of color, they would not "enhance racial balance" by attending the school.
