Regulations posted here are from August of 2002. New Regulations for 2003 are expected by the end of February 2003, and will be posted here. Reports from local Fishing Guides attending the Sport Fishing Advisory Board Meetings are that the Department of Fisheries and Oceans will be issuing similar regulations as last summer, with some restrictions relaxed and possible limit increases due to better than average returns this last season. Effective Aug. 1 through Oct. 31, 2002 , in those waters of area 125 that lie shoreward of a line drawn approximately one (1) nautical mile seaward of the surf line, the daily limit is two (2) Chinook, only one (1) of which may be greater than 77 cm. Environmental groups who have pushed for stricter catch limits chastised the National Marine Fisheries Service for bending to political pressure from fishermen. "This is a major problem. They're flying in the face of the law and breaking their own promises," said Eric Bilsky, a lawyer with the conservation group Oceana. The Boston-based Conservation Law Foundation led a coalition of environmental groups that sued the federal government in 2000, charging it allowed stocks of cod and other commercially valuable species to be overfished. A federal judge ruled in favor of the environmental groups two years ago, ordering the tough new restrictions. Following a Monday briefing on Capitol Hill, Bill Hogarth, an assistant administrator with the fisheries service, wrote in a statement that he would support using 2004 as the "start of the rebuilding clock for appropriate species."

FISHING REGULATIONS
BIG BEND NATIONAL PARK
RIO GRANDE WILD AND SCENIC RIVER Section 2.3 and Section 7.41, Title 36, Code of Federal Regulations, as well as State law establish the regulations for fishing in Big Bend National Park and the Rio Grande Wild and Scenic River as applicable to the United States side of the Rio Grande and certain other park waters. The regulations are condensed here for your convenience; full regulations may be examined at any Visitor Center. SEASON: Open all year OPEN WATERS: Rio Grande only CLOSED WATERS: Special ponds and springs are reserved for the preservation of rare fish and the taking or release of any form of fish life is prohibited. LICENSE: A State fishing license is not required in Big Bend National Park, but a free NPS fishing permit (obtained from a visitor center) is required. State license required on the Rio Grande Wild and Scenic River outside the Park. LEGAL METHODS FOR FISHING: Pole and line; rod, reel, and line; throw (hand) line; trot line. Trot lines (attached at both ends) and throw lines (attached at one end only) must have gear tags attached marked with name, address, and date. Flagging for relocation of lines shall be tied to the line, not vegetation. Flagging and lines are to be removed when fishing is completed. Jug lines (a line tied to a free-floating device) are legal on the Rio Grande Wild and Scenic River outside the park, but must have gear tags that are marked and dated. PROHIBITED METHODS: Jug lines are illegal in the park. Fishing with traps, spears, drugs, poisons, explosives, electricity, or any other method not identified as legal is illegal. Chumming is illegal. Seines and nets are prohibited, except that minnow seines no greater in length than 20 feet may be used for taking bait minnows from the Rio Grande.

YELLOWSTONE MOVES TO PROTECT NATIVE FISH SPECIES Yellowstone National Park Superintendent Michael Finley announced today (09 Feb 2001) that beginning with the 2001 fishing season, all native sport fish species in Yellowstone would be placed under catch-and-release-only fishing rules. The native species affected by this change are the cutthroat trout and its several subspecies, Montana grayling, and mountain whitefish. Most of the park’s native fishes have been included under catch-and-release-only fishing rules since the early 1970’s. The changes announced today primarily affect populations in Yellowstone Lake, its tributaries, and upper Lamar River. Citing evidence that invasive introduced organisms such as lake trout, whirling disease, and New Zealand mud snails are having negative effects on Yellowstone’s native sport fish, Superintendent Finley stated that the 2001 changes "are the next logical step to help repair the tremendous damage being done to our native species." Yellowstone cutthroat trout have declined throughout the west and are currently designated as a "Species of Special Concern-Class A" by the American Fisheries Society. A formal petition to list this subspecies as "threatened" throughout its range was submitted to the U.S. Fish and Wildlife Service in 1998 and is currently under review. Yellowstone National Park represents approximately 91% of the current range of Yellowstone cutthroat trout and contains 85% of the historical lake habitat for this subspecies, so the park is considered crucial to the survival of the species.

It is also illegal to attempt to foulhook fish or to keep kelts, smolts or parr or unclean or unseasonable fish Tweed rules Nearly all beat owners also impose other requirements as recommended by the Tweed Commissioners. These effectively ban the sale of any fish caught, the use of gaffs, the keeping of foulhooked fish or tagged fish, and the use of artificial prawns or shrimps. FISHING REGULATIONS SECTION 10. USE OF EXPLOSIVES, CHEMICALS, POISONS, ELECTRIC SHOCKING DEVICES, SCUBA OR HOOKAH AND DISTURBANCE OF HABITAT Prohibitions : The use of explosives, poisons, electric shocking devices, SCUBA or hookah is prohibited in the taking of any fish. a. No person shall use explosives, poisons, electronic shocking devices, SCUBA or hookah while fishing. b. No person shall possess, sell or purchase any fish, game, marine or other aquatic life taken by means prohibited in this Section. Exceptions : The use of explosives, poisons, electronic shocking devices, SCUBA or hookah is allowed where used by a Division employee where such use is authorized by the Director or where used pursuant to a scientific collection permit which specifically allows for such use. Disruption of Habitat : Disturbance of coral, dead or alive, is prohibited under any circumstances except under emergencies or by persons exempt under Section 30 below. SECTION 20.
