Winter 2003 (v14n3) Program Notes Staff Activities Sean L. Swezey , SAREP director, made a July presentation in Point Reyes Station at "Organic Strawberry Production," the third in a series of farm diversification workshops sponsored by UC Cooperative Extension, the Marin Agricultural Land Trust and Marin Organic. Other presenters included Carolee Bull , a USDA plant pathologist who was a principal investigator of a SAREP-funded strawberry methyl bromide alternatives project, and berry farmers Vanessa Bogenholm and Brandon Ross T T T Swezey presented a paper on organic cotton production in the Northern San Joaquin Valley at the 14th International Federation of Organic Agriculture Movements (IFOAM) in Victoria, British Columbia in August. SAREP Associate Director Jenny Broome also attended the IFOAM conference as well as the Organic Wine Conference held just prior to IFOAM. Swezey and SAREP education coordinator David Chaney attended the third annual National Small Farm Conference in Albuquerque, New Mexico in September. In association with that conference, Swezey chaired the plenary meeting of the USDA's SARE program's Western Coordinating Committee for Sustainable Agriculture and made a presentation on organic farming practices and materials. In October, Swezey made a presentation on "Concepts and Growth of Organic Agriculture in California" to a meeting of the Central Valley chapter of the California Association of Pest Control Advisers (CAPCA) in Modesto. He also made a presentation in October to the statewide UC Cooperative Extension Master Gardeners conference in Asilomar on the principles of biointensive and organic pest management in the home garden.

The 1996 Farm Bill and the "freedom to farm" concept moved agriculture toward greater reliance on markets and producer flexibility in production decisions. In exchange for less direct government assistance, Congress promised farmers and ranchers trade policy reforms and regulatory reforms. From trade sanctions and export policies to wetlands regulations and the Endangered Species Act, Congress and the administration have failed to reform these critical policy issues. Markets have not been opened, and the administration has dramatically increased regulations. In addition to these problems, worldwide demand has been hampered by economic difficulties stemming from the Southeast Asia financial crisis. This situation has reached a critical stage. Direct income assistance, export market development, new risk management products and regulatory relief are needed in 1999 to prevent further disruptions in our ability to produce an abundant, wholesome supply of food while competing in a global agricultural economy. Immediate action is needed to treat U.S. farmers and ranchers fairly and to continue to feed people throughout the world.

Vision
Vision is knowing where "you-all" want yourselves, your family, and your farm to be 5 to 10 years from now. It is a planned destination. We all need to have a vision of what we want out of life. Preferably we should write it down and review it on a regular basis. Remember: "If you don't know where you are going, any road will get you there." The vision needs to be larger than the farm. Visioning is one important way to see how the farm operation fits into the rest of life. We need to answer the question: How do my activities and commitments in the home and community (school, church, local organizations) relate to my vision of the farm? I use the term "you-all" since a successful vision should include all members of the management team. These can be the members of a farm family or hired managers on a larger commercial operation. All team members should have a vision of what they want or need. The vision for the family farm or farm business should help the individual achieve the visions they have for themselves. Team work occurs best when the team members share in developing a group vision. The vision for the farm operation should include things such as:

The 2002 Farm Act reauthorizes many rural development programs and credit programs for 5 years. The Act provides funding for rural areas to undertake strategic planning, feasibility assessments, and coordination activities with other local, State, and Federal officials. Changes in credit programs include waivers on eligibility time limits on Farm Service Agency (FSA) direct and guaranteed farm operating loans. These loans can be waived for a period of time, and more farmers can qualify for FSA emergency loan financing.
