The Department's strategy reflects the commitment of the Department to participate in efforts to advance the human well-being of our communities. It reflects an integrated approach by all our components to formulate strategies based on clear priorities and tangible benefits and actions that address programmatic, legislative, and regulatory responsibilities. It also emphasizes community participation and empowerment of our stakeholders and communities, refocused research agendas to reflect a new recognition of various health issues, encourages modified approaches for structuring models for occupational and environmental science research for high risk communities and workers, embraces interagency coordination to ensure environmental justice, and includes plans to heighten the sensitivity of our managers and staff to environmental justice options within our Department's infrastructure.

Executive Summary
Four states passed legislation in 1999 following enactment of the TEA-21 Restoration Act (Iowa, Maine, Rhode Island, and South Dakota). Analyses of data obtained from the states found that three of the four states appeared to decline in the proportions of all fatal crashes that were alcohol-involved during the first six months following the beginning of enforcement of the compliant laws. The changes were in the direction expected; however, the differences were not statistically significant. In addition to the before and after analyses, crash data (from 1999) were compared among states that had fully-conforming laws (as of the enactment of the TEA-21 Restoration Act on July 22, 1998), states that enacted fully-conforming laws as of October 1, 2000, the date on which the first transfer of funds took place; states that had partially-conforming laws, as of October 1, 2000 and states that had no Open Container laws at all, as of October 1, 2000. This analysis showed that states without Open Container laws experienced significantly greater proportions of alcohol-involved fatal crashes than states with partially conforming or fully conforming laws.

He can issue Executive Orders and Proclamations and Reorganization Plans, all of which have legal effect. He publishes these and other communications in several documents, including the Weekly Compilation of Presidential Documents (Legal Periodical Collection - Deck 4) and the Public Papers of the President (J80 .A28 - Law Collection - Deck 4). A guide to researching Presidential materials made available by the National Archives and Records Administration is available on the Internet. Executive Orders are generally issued by the President to direct and govern the business and activities of government agencies whereas Proclamations are announcements of policy or matters requiring public notice.     US FEDERAL EXECUTIVE 1943 The United States Government is constitutionally divided into three branches: the legislative, the judicial, and the executive. The legislative branch comprises the Congress, in 1943 elected by popular suffrage. The judicial power is vested in the Supreme Court. The executive power is vested in the President and the Executive of US government includes 10 departments. Both the departments of State and Treasury are among these.
    THE PRESIDENT OF THE UNITED STATES Article II, section 1, of the Constitution provides that "the executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four years,...together with the Vice President, chosen for the same term...". In addition to the powers set forth in the Constitution, the statutes have conferred upon the President specific authority and responsibility covering a wide range of matters ( United States Code Index ). 'The President is the administrative head of the Executive Branch of the Government, which includes numerous agencies, both temporary permanent, as well as the 10 executive departments. The heads of the 10 executive departments form the Cabinet and serve in an advisory capacity to the President. They are the Secretary of State, the Secretary of the Treasury, the Secretary of War, the Attorney General, the Postmaster General, the Secretary of the Navy, the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Commerce, and the Secretary of Labor. Upon invitation of the President, other Federal executives may attend Cabinet meetings.'
