U.S. Executive Department Official Stamps T The Official stamps were not popular, therefore, on March 3, 1877, penalty franks were authorized for the department offices only in Washington, D.C. Some departments converted immediately as did President Rutherford B. Hayes, who deemed the penalty frank as the only means to pay postage on official mail from the Executive Mansion, while using the remaining supply of Executive stamps only for personal mail. All known multiples are shown as no non-reconstructed six cent block is reported. The two cent block of four with plate number 75 is the only surviving plate piece on the Executives and the one cent block of six is the only such multiple in existence. The variety of cancels used is very limited and selected ones are present. News: Wednesday, April 2, 2003 U.S. Transportation Secretary Mineta Announces $10 Million in Funding for ITS Partnership with Florida U.S. Transportation Secretary Norman Y. Mineta today announced a partnership to conduct an Intelligent Transportation Systems (ITS) model deployment with the Florida State Department of Transportation (Florida DOT). The U.S. Transportation Department's (USDOT) Federal Highway Administration (FHWA) will provide Florida $10 million dollars in federal ITS funds for the project and Florida DOT will contribute more than $8 million in matching funds from state, local and private sector sources. In 2002, 71 inmates were executed, 5 more than in 2001. Executions, 1930-2002
  • In 2002, 71 persons in 13 States were executed 33 in Texas; 7 in Oklahoma, 6 in Missouri; 4 each in Georgia and Virginia, 3 each in Florida, South Carolina, and Ohio; 2 each in Alabama, Mississippi, and North Carolina; and 1 each in Louisiana and California
    Of persons executed in 2002:
    53 were white
    18 were black
    Of those executed in 2002:
    69 were men
    2 were women
    Lethal injection accounted for 70 of the executions; 1 was carried out by electrocution. Thirty-eight States and the Federal government in 2001 had capital statutes.

    Executive Summary
    The purpose of this report is to present the facts concerning Iraq under Saddam Hussein. There are a wealth of charges and counter-charges concerning actions undertaken by Saddam and by the international community towards Iraq. Based on publicly available information, the facts contained in this report demonstrate that under the regime of Saddam Hussein, Iraq continues to repress its people, threaten the region, and obstruct international efforts to provide humanitarian relief. We are helping the Iraqi people in their efforts to bring about a regime that is committed to living in peace with its neighbors and respecting the rights of its citizens. We want to see Iraq return as a respected and prosperous member of the international community, and as the evidence shows, this is unlikely to happen as long as Saddam Hussein is in power.

    DEPARTMENT OF AGRICULTURE (established 1862) The Department of Agriculture (USDA) supervises agricultural production to ensure fair prices and Stable markets for producers and consumers, works to improve farm income through rural credit and development programs, and helps to develop markets abroad for agricultural products. The department issues food stamps to the poor; sponsors educational programs on nutrition; and administers other food assistance programs, primarily for children, expectant mothers and the elderly. It helps landowners protect the soil, water, forests and other natural resources. USDA also administers national forests throughout the country, and conducts scientific and technological research in all areas of agriculture. Through its inspection and grading services, USDA ensures standards of quality in food offered for sale. DEPARTMENT OF COMMERCE (established 1903) The Department of Commerce serves and promotes the nation's international trade, economic growth and technological advancement. It offers assistance and information to increase America's competitiveness in the world economy; administers programs to prevent unfair foreign trade practices; and provides social and economic Statistics and analyses for business and government planners. The department provides research and support for increased use of scientific, engineering and technological development; works to improve understanding of the physical environment and oceanic resources; grants patents and registers trademarks; and conducts research and develops policy on telecommunications. It also promotes domestic economic development and foreign travel to the United States: and assists minority-owned business.
