NOAA's Geostationary and Polar-Orbiting Weather Satellites Operating the country's system of environmental ( weather ) satellites is one of the major responsibilities of the National Oceanic and Atmospheric Administration's (NOAA's) National Environmental Satellite, Data, and Information Service (NESDIS). NESDIS operates the satellites and manages the processing and distribution of the millions of bits of data and images theses satellites produce daily. The primary customer is NOAA's National Weather Service, which uses satellite data to create forecasts for the public, television, radio, and weather advisory services. Satellite information is also shared with various Federal agencies, such as the Departments of Agriculture, Interior, Defense, and Transportation; with other countries, such as Japan, India, and Russia, and members of the European Space Agency (ESA) and the United Kingdom Meteorological Office; and with the private sector. NOAA's operational weather satellite system is composed of two types of satellites: geostationary operational environmental satellites (GOES) for short-range warning and "now-casting" and polar-orbiting satellites for longer-term forecasting. Both types of satellite are necessary for providing a complete global weather monitoring system. A new series of GOES and polar-orbiting satellites has been developed for NOAA by the National Aeronautics and Space Administration (NASA). The new GOES-I through M series provide higher spatial and temporal resolution images and full-time operational soundings (vertical temperature and moisture profiles of the atmosphere). The newest polar-orbiting meteorological satellites (that began with NOAA-K in 1998) provide improved atmospheric temperature and moisture data in all weather situations. This new technology will help provide the National Weather Service the most advanced weather forecast system in the world.

This report to the Council on Library and Information Resources discusses digital preservation strategies and recommends emulation as the best possible solution to the digital preservation challenge. Rothenberg advocates the development of specifications to build an emulator for a digital document and its associated software, which are stored with the document. The work of building the emulator is not done until the document needs to be accessed.

    European wasps
    The European wasp (Vespula germanica) can be an aggressive insect. It will attack humans, causing painful stings and sometimes an allergic reaction. The wasp was introduced recently into Australia, the first recorded sighting in Australia being in Tasmania in 1959. It is now very common there. On the mainland it was reported in Melbourne in 1977 and in Sydney in 1978. The wasp is now well established in southern Victoria and in the Sydney area. It has been reported in NSW country areas. Since early 1985 a number of European wasp nests have been found in Canberra. These were destroyed by the ACT Parks and Conservation Service in an effort to prevent the pest becoming established in the ACT. In urban areas, the wasps become scavengers, and their nesting and foraging habits often bring them close to people. They will attack and sting if they are provoked or if their nests are disturbed. The biggest risks to humans are allergic reactions to their venom and stings in the mouth or throat which can block the airway.

    What is the difference?
    Though bees and European wasps are of a similar size and shape, you will easily be able to differentiate between the two by their colours. European wasps are bright yellow and black with bright yellow legs. They are predominantly black on their front half, with bright yellow markings and predominantly bright yellow on their back half with black stripes and black dots between the stripes, down each side of the abdomen; (sometimes joining the stripes). European wasps also have longer, thicker antennae than bees. Bees display a dull shade of yellow or a golden brown colour. They also have black stripes around their body, however bees do not have the black dot characteristics of the European wasp. Unlike the European Wasp that has yellow legs, bees have black legs. This is probably the easiest way to differentiate between the two. European wasps can nest in various cavities, walls, ceilings and trees to name a few. However the most likely place for a European wasp nest to occur is in the ground. These nests are easily sighted due to the constant European wasp activity above the nest. However the nest holes could be well hidden amongst vegetation.

    Publication date: 13 June 2002 THIS STATEMENT IS NOT FOR PUBLICATION OR BROADCAST BEFORE 00.01 HOURS ON THURSDAY 13 JUNE 2002 Report by the Auditor General for Wales Sir John Bourn, Auditor General for Wales, today told the Welsh Assembly that he was generally satisfied that the Welsh European Funding Office (WEFO) was alert to the challenges which it faced. The main challenge is the need to strike an appropriate balance between approving projects rapidly and ensuring that robust systems are in place to appraise and monitor projects. In his report, he examined how WEFO and its partners are managing the key risks to Wales gaining maximum benefit from the Structural Funds and made recommendations to assist WEFO in its work. The information systems which WEFO has inherited were not designed to cope with its current work. It is addressing this as a priority. However, its fully integrated and web-enabled system is not expected to be ready until 2004, half way through the programme. Its procedures for appraising projects’ applications for funding are basically sound but there is scope for WEFO to be more sophisticated, particularly when assessing the need for projects, their added value, value for money and risk.
