ERITREA: GOVERNMENT ADMITS TO CPJ THAT IT IS HOLDING JOURNALISTS IN SECRET DETENTION
During a recent fact-finding mission to Eritrea, a presidential official told a delegation from the Committee to Protect Journalists (CPJ) that eight independent journalists are currently imprisoned and held incommunicado.
Although the official, presidential spokesperson Yermane Gebremesken, cited eight journalists, CPJ puts the total number of journalists jailed in Eritrea at 13.
The government acknowledgement comes more than 10 months after the authoritarian regime of President Isaias Afeworki shut down the tiny nation's private press and rounded up independent journalists in a sweeping crackdown on dissent.
In a July 18 meeting in his office, the presidential spokesperson told the CPJ delegates that "about eight" news professionals were being held in detention facilities, whose whereabouts he refused to disclose.
According to CPJ sources, a total of 13 journalists are currently held. Ten were arrested in September, 2001, and three were detained in February. Until March 31, all 13 journalists were confined in dingy cells at Police Station One in the capital, Asmara. At that time, they began a hunger strike to protest their imprisonment. Security forces then transferred nine of the hunger strikers to undisclosed detention facilities, and their families have since been denied any contact with them.

The Committee to Protect Journalists (CPJ) is deeply troubled by your government's ongoing crackdown on the independent press in Eritrea.
According to our research, all the country's independent newspapers have now been shut down. Eleven journalists are currently jailed without charges, while the whereabouts of three others are unknown.
On September 18, Eritrean authorities abruptly banned all non-state print media outlets. According to CPJ sources in the capital, Asmara, security forces sealed off the newsrooms of these publications after removing computers, phones, fax machines, and other equipment. Publications affected by the ban include the weeklies Meqaleh Setit Tsiganay Zemen Wintana , and Admas A few days later, Asmara police began rounding up independent news professionals. By September 25, officers had arrested 11 reporters, most of whom are being held incommunicado at the First Police Station in Asmara. Their bank accounts and other material assets have been frozen or confiscated, while relatives have been denied permission to visit them, CPJ sources say. The jailed journalists include:

Eritrea: Government sets up demining authority
NAIROBI, 2 Sep 2002 (IRIN) -
After ordering most international demining groups to leave the country, the Eritrean government has set up its own demining authority. According to Eritrean radio, the authority will be tasked with "studying landmines planted in the country, demining, and turning the mined areas into productive land". It will also sensitise the public on mine awareness and coordinate the demining programme in the country. The radio said that following the end of the Eritrea-Ethiopia border war in 2000, five international demining groups entered the country - Halo Trust, Danish Church Aid, Danish Demining Group, Mine Awareness Trust and RONCO - to demine the Temporary Security Zone between the two countries and develop Eritrea's demining capacity. But Brigadier-General Abrahaley Kifle, who heads Eritrea's Commission for Coordination with the UN peacekeeping force, claimed some NGOs "were trying to overstay in the country by operating in areas where there are no landmines", after the their contracts expired in June. He said they were given a one-month ultimatum to leave the country. He also accused some organisations of "only collecting shrapnel". However, the UK-based Halo Trust demining group and the US company RONCO are to stay in Eritrea. Halo Trust told IRIN on Monday that it had a good working relationship with the Eritrean government and was hoping to expand its activities in the country.

The electorate approved independence in April 1993, and a four-year transitional period was declared to prepare a constitution. A May 1993 decree set up a formal transitional government under EPLF control. This provided for a National Assembly, a president, and council of ministers. Isaias Afwerki, secretary general of the EPLF, was formally elected president by the National Assembly in June 1993.
