A Cover For Massive Nuclear Subsidy As electricity deregulation goes into effect in numerous states, most consumers will find one choice has already been made for them: They'll be footing the bill for utility company debts. Too cheap to meter, indeed! To paraphrase the old punch line: "They've got you by the wires!"] The picture looks the same in other states, where officials are deregulating utilities faster than you can turn off the lights. Legislators in Illinois, Maine, Montana, Nevada, New Hampshire, Oklahoma, Pennsylvania, and Rhode Island have already passed deregulation legislation; bills are pending in numerous states including Colorado, New Jersey, Oregon, and Wisconsin. Senator Alphonse D'Amato is pushing a bill that would repeal the Public Utility Holding Act of 1935. As Charlie Higley of Public Citizen's Critical Mass puts it, "This repeal would allow the tidal wave of mega-mergers to proceed toward a multinational network of unregulated monopolies." The Clinton administration has said it would veto D'Amato's bill. On the consumer side, Representative Ed Markey of Massachusetts has proposed a pro-consumer bill, and Rep. Kucinich is formulating one. The bills are aimed at promoting renewables, limiting stranded costs and, as a Markey aide puts it, protecting consumers from unregulated monopolies.

Information From the California Energy Commission
Beginning March 31, 1998, many of California's electricity consumers were allowed to make choices when they purchased their electricity. The decades-old structure of area-specific monopolies for electricity was changed under what is called "restructuring" or deregulation . Begun by the California Public Utilities Commission in 1992, the course electricity deregulation took was directed by legislation, mainly Assembly Bill 1890 and Senate Bill 90. Because of flaws in the deregulation process, the California Public Utilities Commission suspended direct access in September 2001 . Other problems, too numerous to explain here, also occurred. Many periodicals and books have examined and analyzed what went wrong with the state deregulation efforts.
