FOR KENTUCKY PROJECTS
*McConnell secures $6.54 million for Northern Kentucky*
U.S. Senator Mitch McConnell was successful today in securing $6.54 million in funding for several Northern Kentucky area projects in the Fiscal Year 2003 Omnibus Appropriations bill which was approved by a House/Senate Conference Committee. McConnell, a senior member of the Senate Appropriations Committee, worked throughout the process to ensure the funding for his requested projects received proper consideration. "These projects are important to Kentucky, and I was pleased to help bring this money home," said McConnell. "This funding will be used to increase economic growth in the area, while also making it safer for Northern Kentuckians." The projects McConnell requested for Northern Kentucky include: The FY'03 Omnibus Appropriations bill will be approved by both houses of Congress this week. Once passed, it goes to the President for his signature.

    American Legacy Foundation Funds Two Tobacco-Prevention
    Programs
    The American Legacy Foundation has announced two separate grants to support smoking prevention: the Circle of Friends: Women Unite to Be Smoke Free Small Grants Program and the Small Innovative Grants Program. A total of $1 million in Circle of Friends grants will be awarded, with the maximum grant set at $50,000 for this one-year grant. Funds will be awarded to start new projects or help existing organizations for programs to prevent tobacco use among women. The Small Innovative Grants Program is offering grants of up to $100,000 to fund new and innovative solutions to fight the damage caused by tobacco use in America. Any of the 46 tobacco-settlement states and five U.S. territories may apply for the grant. The deadline for the Circle of Friends grants is June 2003. There is no deadline for the Small Innovative Grants program.

    Edward Byrne Memorial State and Local Law Enforcement Assistance (Byrne Formula Grant Program) Grants may be used to provide personnel, equipment, training, technical assistance, and information systems for more widespread apprehension, prosecution, adjudication, detention, and rehabilitation of offenders who violate such state and local laws. Grants also may be used to provide assistance (other than compensation) to victims of these offenders. Twenty-nine legislatively authorized purpose areas were established to define the nature and scope of programs and projects that may be funded under the Byrne Formula Grant Program. Legislation: The Byrne Formula Grant Program was created by the Anti-Drug Abuse Act of 1988 (Public Law 100-690). Funding: FY 2003 funding is $487,577.733. From this allocation, each state receives a base amount of 0.25 percent of the total allocation. Remaining funds are allocated according to each state's population. Eligibility: The 50 states, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands are eligible to apply for formula grant funds.     MPF Project Funding Initiative What is the Mounted Police Foundation Project Funding Program The Project Funding Program began operation in the spring of 1995. It is designed to provide funding to much needed and worthy, non-core community projects which, without such funding, might not exist. These projects are recommended by RCMP field officers, carefully reviewed within the RCMP locally and nationally, and approved by the board of the MPF. The MPF is attempting, with the RCMP’s full co-operation, to fund projects that will directly affect the ability of community participants to achieve their aspirations and volunteer objectives. The MPF through the RCMP Product Licensing Program, generates royalties which makes funds available twice a year currently at a total of $250,000 per year for worthy projects put forward by members of the RCMP in cooperation with community groups. Since the implementation of the RCMP Product Licensing Program in 1995, the MPF has approved more than 150 community projects for funding from the Foundation representing a total donation of some $1,000,000.     Balkan Bridge for Drug Prevention A regional initiative (Albania, Bulgaria, Macedonia, Italy, Romania, US) , sponsored by the East/East Program of Open Society, Budapest 2000 - ongoing
    Summary of activities In 2000, Index Foundation of Bulgaria initiated the Balkan Bridge for Drug Prevention in partnership with three other NGOs - Emmanuel Community, Albania, Adolescent Association - Romania and the Association for Support to Children and Families at Risk "For Happy Childhood" - Macedonia, with support from the Open Society Foundation. The long-term goal of the project is to establish a Balkan Center that will generate Regional Action Plans and policies for integrated community efforts towards no-drug use behavior. On a shorter term basis the activities are aimed at establishing a regional network for exchange of information on best practices for drug prevention. The project started up in January 2001, with an unprecedented regional meeting of government officials and non-government professionals on drug prevention from Albania, Romania, Macedonia and Bulgaria. This was a first attempt to recognize the enormity of the drug problem and establish a network for coordinated action. The meeting resulted in a mutual declaration acknowledging the need for the creation of joint prevention programs, especially reaching youth. Top level government officials of the four countries voiced their full support to this regional effort.

    STUDY CALLS FOR MORE DRUG TREATMENT PROGRAMS FOR ADOLESCENTS
    Nevada is woefully lacking in treatment programs for adolescent substance abusers, according to a study conducted recently on behalf of the Nevada Institute for Children. In a report titled "Helping Kids Kick Drugs: Residential and Outpatient Treatment Services for Adolescents," the institute, which is based at UNLV, calls for the state to improve and increase programs designed to help adolescents from ages 15 though 19 who are struggling with alcohol and drug abuse problems. "We'll be using this report at the Legislature to help convince lawmakers that Nevada needs to make changes that will allow more of our teens to receive the treatment they desperately need," said Vince Juaristi, executive director of the institute. Some legislators already have asked for a bill to be drafted that will address the problem and are planning to use the report to help them make their case to their fellow lawmakers, he said. The report estimates that more than $2.7 million would be necessary to provide the residential treatment, outpatient treatment, comprehensive evaluations, transitional housing, startup costs, accountability costs, and family resource center pilot projects recommended in the report.
