WASHINGTON – The Pentagon’s top military space budgets appear headed for easy approval in Congress this summer, in sharp contrast to NASA’s struggle for funding. As in previous years, the Air Force retains the largest spending for defense and national security-related space activities, followed by the U.S. Navy and Army. In non-military space agencies, the super-secret National Reconnaissance Office (NRO) remains the largest of the Defense space agencies, although its Fiscal Year budget remains classified. Notices the Defense Department Neglected to Drop Last week , it was reported in the national media that the Defense Department had dropped hundreds of thousands of leaflets over Afghanistan in order to encourage the surrender of any remaining al-Qaeda fighters. The fliers had been doctored to show Osama bin Laden without his beard and wearing a suit and tiea move apparently intended to make followers believe he had abandoned his beliefs. Here are copies of the actual leaflets, provided by the Department of Defense. Middle-East experts have questioned the wisdom of such blatant manipulation, citing that many people in that region already have grave distrust in the United States government. However, The Stranger has recently learned the situation could've been MUCH WORSE. Thanks to sources deep within the Pentagon, The Stranger has come in possession of leaflets produced by the United States government that didn't make the cut. The question we would like our readers to ask themselves is, "Has our government gone TOO FAR?"

Defense Department's Biodiversity Initiative

In 1994, the Department of Defense (DoD) launched a Biodiversity Initiative to develop a strategy for managing biodiversity on military lands. Under the leadership of Mr. Tad McCall, Deputy Assistant Secretary of the Air Force, the first step in the Initiative was to create a partnership among DoD, The Nature Conservancy, and The Keystone Center (a non-profit organization specializing in facilitating solutions to public policy issues). The Nature Conservancy has provided scientific support throughout the effort and The Keystone Center convened a "dialogue" consisting of a series of meetings in 1995 and 1996 that involved more than 60 military and non-military leaders. To date, the Initiative has resulted in three major products:
  • A DoD Biodiversity Management Strategy that provides a policy framework for managing animals and plant habitats on DoD lands.

By Computerworld Issue Date: Aug 07 2001 The Department of Defense plans to reduce costs and improve services to 3.1 million military personnel located around the world. To reduce costs and improve services to 3.1 million military personnel located around the world, the Department of Defense plans to implement a new human resources and payroll software system from Pleasanton, California-based PeopleSoft Inc. In an announcement today, PeopleSoft said the Defense Department will purchase the PeopleSoft 8 Human Resources Management System (HRMS) to consolidate several legacy applications for payroll and human resources. The price tag for the deal hasn't been released, according to a PeopleSoft spokeswoman. The Internet browser-based software will be used to provide personnel and payroll information to all branches of the U.S. military, including the Army, Navy, Air Force, Marine Corps, Reserves and National Guard.

U.S. attack: Defense Department's nets unaffected by terrorist assault

DEFENSE DEPARTMENT COMMAND and control networks continued to function normally despite Tuesday's terrorist attack against the Pentagon, according to officials at Worldcom, which operates the global Defense Information Systems Network (DISN), handling all military communications traffic from unclassified to secret.
State Department networks also continued to function normally, the WorldCom officials said.

    The Inspector General is the Honorable Joseph E. Schmitz The military Inspector General in America has traditionally served as "an extension of the eyes, ears, and conscience of the Commander." Pursuant to the Inspector General Act of 1978, as amended, "the Inspector General of the Department of Defense shall . . . be the principal adviser to the Secretary of Defense for matters relating to the prevention of fraud, waste, and abuse in the programs and operations of the Department." The law also requires the Inspector General "to keep the [Secretary of Defense] and the Congress fully and currently informed . . . concerning fraud and other serious problems, abuses, and deficiencies . . . ." In carrying out all of the other statutory duties, the Inspector General of the Department of Defense is obligated by law to "give particular regard to the activities of the internal audit, inspection, and investigative units of the military departments with a view towards avoiding duplication and insuring effective coordination and cooperation". Anyone, whether uniformed or civilian, who witnesses what he or she believes to be a violation of ethical standards and/or the law, including but not limited to fraud, waste, or abuse of authority, potential leaks of classified information, or potential acts of terrorism, should report such conduct through the chain of command or either directly to his or her respective service Inspector General or directly to the Inspector General of the Department of Defense Hotline at 800-424-9098 (e-mail hotline@dodig.osd.mil).
