Network World, 10/07/02 The U.S. military's years-long effort to deploy DNS Security is a good example of how difficult it is for enterprises to retrofit their networks with security fixes to the Internet's underlying protocols. An early and ongoing participant in the development of DNS Security, the Defense Department has worked both directly and through contractors to prepare .mil to be the Internet's first domain to deploy DNS Security. Yet despite efforts going back at least five years, .mil remains vulnerable to hackers who want to spoof one of its Web sites by exploiting well-known holes in DNS. Advertisement:
DNS Security adds digital signatures and public key encryption to the DNS' hierarchical, distributed database system to verify that a domain name matches a corresponding IP address. Developed by the Internet Engineering Task Force, DNS Security was issued as a proposed standard in November, 2000.

IDG News Service, 02/05/03 The Department of Defense has turned to grid computing specialist United Devices for a new project that will help scientists search for a cure for the smallpox virus, according to a Wednesday announcement. The Defense Department and IBM have funded the project, which will link millions of computers together to form a kind of decentralized supercomputer. The organizations are looking for both businesses and individuals to donate their computer's idle time to the protein analysis that is the thrust of the project, said Michael R. Nelson, director of Internet technology and strategy at IBM. Advertisement:
The groups hope to find a cure for smallpox that will be used after a person has been infected by the virus, as opposed to a vaccine against the virus, which already exists.

Rumsfeld: Good afternoon. In the State of the Union: http://www.whitehouse.gov/stateoftheunion/index.html address last night, President Bush laid out his vision of the task that our country faces and the task that the military will face. The new budget is designed to strengthen the armed forces for today's global war on terror, and to better prepare the armed forces for the wars that we may have to face in the period ahead.
Our military deserves praise for the early successes in the war on terrorism. But even as we continue that war, we cannot afford to wait to transform our military for the threats of the 21st century.

TALIBAN COMPOUND FOUND, RAIDED, CAPTIVES TAKEN

United States special operations forces attacked a Taliban compound in a mountainous area north of Kandahar on January 23, according to a Pentagon official.
In response to questions, Myers said the compound consisted mostly of above-ground structures. He said the U.S. soldier's wound was from live fire, not a sprain or bone break. He also declined to specify the number of Taliban fighters killed, but said it "would never be described as 'a walk in the park.'"
IRAQI ANTI-AIRCRAFT, SURFACE-TO-AIR SITES ATTACKED
U.S. and coalition aircraft attacked Iraqi anti-aircraft and surface-to-air missile sites while enforcing Operation Southern Watch, the southern no-fly zone over Iraq, Myers said. The three strikes occurred January 21, 23 and 24, in response to coalition aircraft being fired upon by Iraqi forces, he said. Precision-guided munitions were used, and the results of the strikes were still being assessed, Myers said.
FISCAL '03 DEFENSE BUDGET TO REVERSE LONG "PROCUREMENT HOLIDAY"
Drawn into a preview of the fiscal year 2003 defense budget, Defense Secretary Donald Rumsfeld, who briefed along with Myers, said it will address a "procurement holiday" which began as an understandable result of the Cold War ending, but which continued for too long.

03:18 PM Mar. 04, 1998 PT An 18-year-old hacker living somewhere outside the United States claims to have high-level access to as many as 400 unclassified government and military computer systems, and also claims to be the tutor of the two California teenagers implicated in recent attacks against federal networks. An expert on US military computer vulnerabilities said claims made by the hacker, who goes by the name Analyzer, are plausible.

"[Defense Department Web servers are vulnerable] enough for me to get access to one system," Analyzer said. "From there, I get the rest." The hacker communicated with Wired News in a 90-minute interview Tuesday night over Internet Relay Chat - a global network of real-time chat servers. He said that he has been concerned that the FBI, in rousting two Northern California teenagers, is targeting the wrong people. "I just don't want them to hang the wrong person," said Analyzer, who characterized the two youths as his "students" and said they were merely working from one of his site password lists.

Related Stories The U.S. Department of Defense (DoD) is keeping better tabs on attacks by hackers against its massive computer network, but the agency still needs to improve its communication across the department and must establish a procedure for reviewing those attacks, a newly released government report has found. The audit, released Thursday by the congressional General Accounting Office (GAO), also concluded that the Pentagon must develop policies to track network repairs prompted by those hacker attacks. "Over the past several years, DoD has taken a number of steps to improve incident response capabilities and enhance computer defensive capabilities across the department," GAO investigators said. "During the 1990s, incident response agencies were gradually established throughout DoD and the rest of the federal government and they continue to mature in their capabilities."

Approach and Method The Council study used several methods to evaluate programs and activities at a variety of levels throughout the Defense Department and the armed services. In general, these methods involved reviewing relevant materials, such as regulations and guidance; examining available information about current historic preservation and cultural resource management activities; interviewing selected individuals at headquarters and major command units; and surveying selected installations, major command and support groups, and State Historic Preservation Officers (SHPOs) through questionnaires and telephone interviews. Individual field visits and expert focus groups yielded further information and enabled the Council to check lines of inquiry and formulate conclusions.

A group of hackers has defaced dozens of Web sites in the past two weeks and published sensitive data culled from the sites in what it says is an effort to increase awareness of online security risks. The group, which calls itself the Deceptive Duo, is in the midst of a multipart hacking campaign targeting different sectors of government and industry. Initial victims have included the Federal Aviation Administration, the Department of Defense and Sandia National Laboratories. Each defaced Web page is replaced with a message identifying the group and its goal: "Locate and scan critical cybercomponents of The United States of America for vulnerabilities creating a foreign threat, while remaining undetected...Take necessary measures to ensure that the public is aware of The United States of America's lack of security. Include proof/documentation of infiltrated systems."

The Defense Department will put thousands of its jobs up for competition with private firms even as it leads a potential war against international terrorism, according to Office of Management and Budget Deputy Director Sean O’Keefe. The major goals of the President’s Management Plan will not change as the government responds to the Sept. 11 terrorist attacks on New York and Washington, O’Keefe said in an interview with GovExec.com Tuesday. He added that e-government, competitive sourcing and the human capital challenge of bringing talented people into government are now even more important in the wake of the attacks. “Shoot, we are trying to acquire means to deliver all manner of crisis response capabilities. That's all the more reason why we have to think about how we competitively source,” said O’Keefe. The Bush administration has directed all agencies, including the Defense Department, to compete or outsource 5 percent of all federal jobs considered “commercial” by October 2002. Defense is virtually the only major agency that held job competitions before the Bush mandate. The Department had 399 public-private competitions involving more than 31,000 civilian jobs under way at the end of last year, according to Pentagon figures. Even if some Defense Department civilians have to compete for their jobs, that process would not interfere with Pentagon efforts to prepare for possible military action overseas, O’Keefe said.
