Heritage and Cultural Policy: The Role of Museums by Patrick J. Boylan
Research Paper for World Commission on Culture and Development (Perez de Cuellar Commission), 1995
In numerical terms, museums are probably second only to public libraries amongst the categories of cultural institutions serving the general public. However, the nature and potential of these is often misunderstood and consequently they may be under-valued in the preparation of national and local cultural policies. Although these days museums are conventionally classified by many national governments and most international organisations as mainly or solely part of the "cultural heritage" this narrow view of museums is a comparatively recent perception, and does not adequately reflect the very wide range and diversity of the world's museums and their activities today. If the (fairly artificial) divisions between what are at the present time classified as "cultural policy", "cultural development" and "cultural heritage" are maintained, it should be recognised that museums of different kinds and in different ways can make a significant contribution to all three. Many also are of great importance in relation to fields outside what is conventionally classified as the cultural sector, including important areas of science, particularly environmental science and conservation, and to education, as museums are important contributors to the informal education of people of all ages. A substantial proportion of the important national, regional and municipal museums established across the world, particularly in Europe and North America, during the 19th century and early 20th century had a strong emphasis on contemporary science, especially the then current debates about recording and communicating the knowledge of the earth and its ecology. Anthropology and ethnography museums created in the same period placed at least as much emphasis on contemporary societies and peoples as on the anthropology and ethnography of past generations.

NATIONAL GALLERY OF ART The National Gallery of Art, the museum of Venezuelan art, has a permanent collection of more than four thousand artworks, comprising more than four centuries of art history in the country. The aboriginal art of the Pre-Hispanic period, the anonymous painters and the portrait painters of the Colonial period, the masters of the nineteenth century academic painting, the artists that renewed Venezuelan paintings at the start of the twentieth century, known as the Circle of Fine Arts, the initiators of abstra ctionism, the most significant creators of the new figuration, as well as a number of contemporary artists, are all duly represented in this collection. Founded in 1974, the National Gallery of Art opened its doors in May, 1976. Its present site, in the most important cultural area of Caracas, is an excellent example of the creative talent of one of our best-known architects, Carlos Raul Villanueva. In 1935, during his so-called eclectic period, Villanueva designed this building with its harmonious combination of styles, which may be appreciated in its main facades and its portico. There, among cornices and columns of definite neoclassic influence, thre e sculptural reliefs by Francisco Narvaez, the country's first modernist sculptor, may be seen on the lower wall.
