Between 1980 and 1997, 55% of the victims of juvenile homicide offenders were ages 13 through 24, I would think that would send an urgent message to society saying that crime is starting at a younger age each generation.Crime sprouts from the young minds who spend their time playing with pretend gun
"Crime prevention for children"-has lots of stats, talks about gang affiliaton, drug use, etc. This essay goes through the juvinile court system, and punishments, also explores where "devience" starts.

2002 News Archive April 2, 2003 Guilty ABILENE A jury deliberated just about six hours Wednesday before returning a guilty verdict in the trial of 17-year-old Nick Pethis. Pethis is the first former Wylie student to be tried in connection with the arson fire that did over a million dollars in damage to Wylie Junior High last year. Jurors found Pethis guilty of organized criminal activity. The punishment phase of the trial continues Thursday. The youth faces up to life in prison, however, a probated sentence is also a possibility. Judge rules in Masonheimer pre-trial ABILENE The motion that caused the defense team representing a Trent man charged with murder to request a mistrial numerous times, will not be a factor the second time around. Visiting Judge Billy John Edwards overruled the motion in limiting in a pre-trial hearing Wednesday. James Masonheimer says he shot Gilbert Sanchez because he threatened his daughter. This motion prevented the defense from going into any bad acts committed by the victim. Judge Edwards also requested all evidence be shared. In the last trial, the defense accused the prosecution of withholding a witness' statement. That trial ended in a mistrial. Masonheimer's new trial will begin April 21st in 104th District Court.

Juvenile Delinquency like other social problems and ills that may defy a total solution or complete eradication, early detection and treatment can reduce and minimize its debilitating attitudes conductive to delinquent behavior. History of Grandville Police School Liason Program
In January 2000 the Grandville Public Schools and the City of Grandville Police Department formed a partnership and established the Police School Liason (PSLO) position. A Federal Grant was applied for and in February 2000 the City of Grandville received the federal funding. The program was created emphasizing early contact with children and youth, especially those displaying a tendency toward falling into serious misbehavior patterns. Establishing rapport with students, faculty, parents, businessmen and other community residents to open channels of communication, trust and respect are the goals and objectives of the police school liason officer. On January 4th, 2000 the first PSLO began servicing eleven Grandville City Schools.
Duties of the Liason Officer
The duties of the police liason officer are geared primarily toward prevention rather than apprehension of juvenile offenders. Frequent and intensive inservice training helps sharpen the officer's skills in communication and carrying out this specialized and sensitive assignment.

Violent crime includes murder, rape and sexual assault, robbery, and assault. Age In general, the younger the person, the more likely they were to experience a violent crime. Trends in violent victimization by age, 1973-2001 In 2001
  • Persons age 12 to 24 sustained violent victimization at rates higher than individuals of all other ages.
Beginning with the 20-24 age category, the rate at which persons were victims declined significantly as the age category increased.
The FBI's Uniform Crime Reports show that in 2000 90% of murder victims were age 18 or older. Of all murder victims, 45% were 20 to 34 years old.

Juvenile violent crime is at its lowest level since 1987, and fell 30% between 1994 and 1998. . Fewer than half of serious violent crimes by juveniles are reported to law enforcement. This number has not changed significantly in 20 years. The rate at which juveniles committed serious violent crimes changed little between 1973 and 1989, peaked in 1993, and by 1997 declined to the lowest level since 1986. On average, juveniles were involved in one-quarter of all serious violent victimizations (not including murder) committed annually over the last 25 years.
In 1999, law enforcement officers arrested an estimated 2.5 million juveniles. Approximately 104,000 of these arrests were for violent crimes. The most common offense was larceny-theft. Juveniles accounted for 16% percent of all violent crime arrests and 32% of all property crime arrests in 1999. They accounted for 54% of all arson arrests, 42% of vandalism arrests, 31% of larceny-theft arrests, and 33% of burglary arrests. Juvenile arrest rates for violent crimes are down: the percentage of all juveniles arrested for violent crimes fell to an 11 year low in 1999, to 339 for every 100,000 individuals ages 12-17. This represents a 36% drop from the peak year 1994.
