If you're one of the people who roll your eyes in disgust every time I refer to "America's Mayor"Rudolph Giuliani faking crime stats to make himself look good, here's the latest vindication for my claims. According to the NY Post article below the NYPD is investigating itself for faking crime stats by re-categorizing serious crimes - including murder and rape - as lesser ones in order to make it appear that crime went down. Rather than being an isolated incident or the misdeed of one precinct commander, the reality is that this was an official but unstated policy throughout the entire Giuliani administration. If you are skeptical about this article or would like to imagine it's a smear by Democrats, please note that the NY Post is NYC's most rightwing, pro-Giuliani and pro-NYPD newspaper. For eight years Rudy Giuliani has manipulated and falsified crime statistics in order to depict himself as the nation's most successful crime fighter. Impressive statistics have provided his apologists with an "end jusjustifies the means" argument in response to the civil rights abuses so frequently identified with his administration. During the Reagan years Rudy Giuliani was the third-highest ranking official in the U.S. Justice Department. According to a statement the Mayor made on WABC radio during his weekly call-in show, compiling crime statistics was a big part of his assignment for the President.
At the Department of Justice Giuliani learned the value of manipulating the numbers on crime.
As Mayor, Giuliani used a computerized system called compstat to generate crime statistics, eventually making statistical results the entire goal of policing. Unlike actually lowering crime, for lower crime statistics all that's needed is control of the numbers. The extraordinarily large numbers of arrests seen in NYC during the past eight years had little to do with serious crimes that were taking place throughout the City. Often a wave of arrests would be ordered for no other reason than to show that the Mayor cared about an issue. Arrests were often politically or racially motivated.

Up Nature of Event/Incident: 2000 DOJ/FBI Crime Statistics Description: On October 22, 2001, the Uniform Crime Reports for the year 2000 were released by the United States Department of Justice, Federal Bureau of Investigation. Included among the various crime measurement statistics found in the publication "Crime in the United States" are the crime index figures for the 262 Metropolitan Statistical Areas (MSAs). The Department of Justice defines a MSA as including a central core or urbanized area of at least 50,000 people. According to the FBI, the Uniform Crime Reporting Program is a nationwide, cooperative statistical effort of nearly 17,000 city, county, and state law enforcement agencies voluntarily reporting data on crimes brought to their attention. During the year 2000, law enforcement agencies active in the UCR Program represented nearly 254,000,000 United States inhabitants, or 94% of the total population. The coverage amounted to 96% of the United States population in MSAs, 87% of the population in cities outside metropolitan areas, and 88% in rural counties. The primary objective of the Uniform Crime Reporting Program is to generate a reliable set of criminal statistics for use in law enforcement administration, operation, and management.

    Despite a decline in 1995, theft continues to be the top crime at the UA. "This a great shopping center for the outside community to come and get computers, bicycles and money," University of Arizona Police Lt. Brian Seastone said. There were 563 thefts in 1995 down from 668 in 1994, according to UAPD statistics. The decrease, Seastone said, can be attributed to students becoming more aware and pro-active in the protection of their possessions, calling police to report suspicious activity, and to the arrests that UAPD has made. Burglary is the conscious removal of material from buildings, Seastone said, but contrary to many student and parent opinions, the UA residence halls are not the most often hit. Most burglaries of residence halls involve laundry or smaller items taken when a door is left unlocked, for example, Seastone said. He said offices around campus are most often burglarized for high value items. Through August 1996, there have been 105 burglaries throughout campus, and 511 thefts, including bicycle thefts, Seastone said.

    Some of the data has not been updated recently and thus understates conditions. In certain areas, such as anomalous deaths, we have used an extremely conservative count. It is important in considering these fatal incidents to bear in mind the following: (1) The fact that anomalies need to be investigated further carries no presumption of how a death actually occurred, only that there remain serious questions that require answers. (2) The possibility of foul play must be taken seriously in a major criminal conspiracy in which over two score individuals and firms have been convicted and over 100 witnesses have pled the Fifth Amendment or fled the country. (3) If foul play did occur in any of these cases, that fact by itself does not carry the presumption that the White House was involved. Given the footprints of organized crime, drug trade, foreign espionage, and intelligence agencies on the trail of the Clinton story, such a assumption would not be warranted. Home Police Department Records Unit handles storage, both hard copy and electronic, of all police reports, records and documents. The unit is responsible for maintaining the confidentiality and integrity of reports, arrest and criminal history information. We handle requests for dissemination of information for our police department, other agencies and the public. Dissemination of information must comply with all department, state and federal laws and guidelines, and confidentiality laws. We handle all city permit licenses and identifications; special permits; processing of visa and adoption papers, fingerprinting for employment as required by state laws, all “offender” registrations and public notification of sex offenders. We provide the department, city and state with statistics about reports, crime and police incidents. Yearly , the Records Unit personnel handles over 43,000 police incident reports, and entered more than 576,000 report forms into the computer.
