Our Crime Prevention Officers also provide local businesses with crime prevention seminars, which include Personal Safety, Violence in the Work Place, Drugs in the Work Place, Gun Safety and Homeland Security. As part of their initial training, the Crime Prevention officers receive training in Crime Prevention Through Environmental Design (CPTED). With this training, they are often called upon to review security issues with the smallest and largest businesses in Orlando.
A second hat worn by the Crime Prevention Officers is that of the Community Involvement Officer. In that context, the officers are called upon to make presentations to school children, civic and social clubs, and assist in a variety of events sponsored by the City of Orlando.

Providing education to prisoners The History of Higher Education
in Prison In 1965, Congress passed Title IV of the Higher Education Act, which explicitly permitted inmates to apply for financial aid in the form of Pell Grants to attend college. The passage of Title IV allowed for the expansion of what had been a smattering of higher education programs in correctional facilities. The number of programs peaked in 1982 at over 350 available in 90% of the states. In the 1970s, studies were conducted to determine the achievements of correctional higher education. Success was measured by the rate of re-arrest and the offender’s ability to obtain and maintain employment upon release. The results were overwhelmingly positive, indicating that higher education was responsible for reducing an individual’s chances of returning to crime, which in turn resulted in savings by reducing the costs of incarceration and victimization, and by providing skilled workers to the economy. In the early 1990s, elected officials began introducing legislation to prohibit federal tuition assistance to inmates. A counter-effort, started by educators, correctional officials, prison advocates, and prisoners themselves managed to stave off the legislation until 1994, when the Violent Crime Control and Law Enforcement Act effectively dismantled correctional higher education.

Increased Funding for Community Crime Prevention Grants
Under Crime Prevention NT, $400,000 each year will be allocated to grants to support community crime prevention activities. Grants will be provided for worthwhile local crime prevention activities which address any or all of the key crime prevention themes and which contribute to the achievement of crime prevention goals. Grants will be used to trial innovative or creative programs in or across regions. Rigorous evaluation and reporting requirements will identify programs that have the potential for application in other areas, or across the Territory.

Regional Crime Prevention Councils
Regional Crime Prevention Councils will be established across the Northern Territory to ensure Government remains in touch with crime prevention issues at a community and regional level. The Councils will stimulate and sustain community involvement in crime prevention, and provide advice to Government on what's working in crime prevention for each region of the Territory. Membership of the Committees would be drawn from all areas of Territory life: local and community government, small business owners and operators, police, community organisations and volunteer groups. Regional Councils will ensure that the Office of Crime Prevention and Government are continually appraised of contemporary crime prevention issues affecting the region and assist Government to ensure proper resource allocation and program coordination. Crime Prevention NT will provide ongoing advice and support to Regional Councils and Government.

Overview
The Northern Territory Government formally launched the Office of Crime Prevention and Crime Prevention NT on 25 February 2002. Crime Prevention NT is about building partnerships against crime across the Northern Territory. Protection, punishment and prevention are the three cornerstones of Crime Prevention NT. Effective law enforcement and strong deterrence are the key to the fight against crime and the role of the Northern Territory Police is paramount in preventing crime and responding when it occurs. But to be effective crime prevention needs a broad approach. It must not only attack crime when it happens but also attack its causes. Effective crime prevention must harness all the resources of government and the community. The resources Government is committing to this important activity demonstrate Government's commitment to crime prevention. $6.7 million over four years has been allocated to resourcing Crime Prevention NT and the Office of Crime Prevention. Government has increased funding, to $400,000 each year over the next three years, to community crime prevention grants for community and regional groups.

to the Centre for International Crime Prevention OVERVIEW Crime is increasing in scope, intensity and sophistication. It threatens the safety of citizens around the world and hampers countries in their social, economic and cultural development. Globalization has provided the environment for a growing internationalization of criminal activities. Multinational criminal syndicates have significantly broadened the range of their operations from drug and arms trafficking to money laundering. Traffickers move as many as 4 million illegal migrants each year generating gross earnings of between 5 and 7 billion US dollars. The detrimental effects of corruption on economies worldwide have been mounting. A corrupt country is likely to achieve aggregate investment levels of almost 5 percent less than a relatively uncorrupt country and to lose about half a percentage point of gross domestic product growth per year. Member States have recognized that they can only counter international crime successfully, if they cooperate. The Vienna-based UN Centre for International Crime Prevention is collaborating with Member States to strengthen the rule of law, to promote stable and viable criminal justice systems in post-conflict societies, and to combat the growing threat of transnational organized crime.

Crime Prevention The Ministry of Justice is responsible for supporting and encouraging crime prevention efforts, in Sweden as well as on the international level. In order to intensify and broaden crime preventive work, the Government presented a national crime prevention programme in the spring of 1996. The programme, Our Collective Responsibility , rests on three cornerstones: 1. Increased attention must be given to how societal developments, as well as political decisions concerning matters other than crime policy, can exert an influence on criminality. 2. It is essential to improve legislation and administrative activities within the crime policy sphere so as to make them more effective. 3. Measures will be taken to support and promote citizen involvement and co-operation between public authorities, the business community, organisations and individuals in local crime prevention activities. Sweden is actively working towards enhancing the importance of crime prevention as a part of the EU criminal policy. Crime prevention is one of the areas given priority of the Ministry of Justice during the Swedish Presidency of the EU, in the first semester of 2001. The National Council for Crime Prevention is an expert agency under the Swedish Ministry of Justice whose principal task is to encourage crime prevention measures through evaluation, research, development and information activities within the field of criminal policy. The Council is also responsible for the official Swedish judicial statistics.

Terrorism has been of concern to the international community since 1937 when the League of Nations elaborated the Convention for the Prevention and Punishment of Terrorism. Subsequently, the United Nations and regional inter-governmental organizations have dealt with terrorism from a legal and political perspective. Since 1963, the international community has elaborated 12 universal legal instruments related to the prevention and suppression of international terrorism. The General Assembly in its resolution 52/220 As a response to the terrorist attacks of 11 September 2001, the Security Council adopted Resolution 1373 on 28 September 2001, which declared that:

    Canada's approach to crime prevention can be strengthened by supporting and encouraging the involvement of regional, national and international non-governmental organizations in community crime prevention efforts. These organizations have extensive networks that can help communities prevent crime, share information and encourage community mobilization. In addition, by developing crime prevention tools needed by many communities, significant savings can be realized in terms of both human and financial costs. The Crime Prevention Partnership Program (CPPP) aims to support the involvement of organizations that can contribute to community crime prevention activities through the development and dissemination of information, tools, and resources that facilitate community participation in all phases of crime prevention. These tools and resources can consist of needs assessments, development of plans, implementation and evaluation that can be used across the country.

    March 24, 1998 ATTORNEY GENERAL IEYOUB URGES STUDENTS TO BECOME MORE INVOLVED IN CRIME PREVENTION Addresses Middle School Teens During Violence Prevention Rally General Ieyoub will encourage approximately 400 students to participate in mentoring organizations and other volunteer programs after school as part of Violence Prevention Month, Wednesday, March 25, 1998, at Opelousas Junior High School at 9:00 a.m. General Ieyoub said after school is the prime time for crime. Because teenage crime is the highest between 2:00 p.m. and 7:00 p.m., it is imperative that adequate after school programs are provided for kids, he explained. "Students must be willing to choose positive activities after school rather than choosing to be on the streets," General Ieyoub said. "I believe that young people are eager to take an active role in crime prevention if given the chance." General Ieyoub expressed that law enforcement, local businesses, social service agencies and private groups must work together to address the multiple causes of violence. "School violence is a problem that is unfortunately affecting every school district in the state, and it s consequences will pose problems for everyone in Louisiana for years to come unless it is addressed and faced head on," General Ieyoub said.
