Organized Crime Unit The Narcotics and Organized Crime Bureau is tasked with spearheading New Jersey's war on drugs with strategic new initiatives designed to target all levels of narcotics trafficking in the Garden State, from street level distribution networks which impact upon the quality of life of New Jersey residents to wholesale importation and transportation operations controlled by foreign drug lords. At the same time, the State Police recognized the need to more effectively marshal resources from within the Division to combat both traditional organized criminal groups as well as the growing number of emerging nontraditional organized criminal groups.
The Narcotics and Organized Crime Bureau is currently staffed by 57 enlisted members. The Bureau is aligned into five specialized Units which are strategically designed to ensure that the Division of State Police effectively and efficiently complies with all departmental policies and directives as they pertain to narcotics and organized crime enforcement. These specialized Units include the Administration Unit, the Organized Crime Unit, the Narcotics North Unit, the Narcotics Central Unit, the Narcotics South Unit.

Maputo, 19 Dec (AIM) - The independent Maputo newsheet "Metical" on 19 December accused the Criminal Investigation Police (PIC) of not undertaking a serious investigation into the murder of its editor, Carlos Cardoso, who was gunned down on the streets of Maputo on 22 November. Citing what it described as "well placed sources", the paper says that the police case file on the murder is just four or five pages long and "nobody is taking the case seriously".
A "Metical" editorial describes PIC as "famous in legal circles for its technical incapacity and its manifest lack of
competence", and notes that several major cases never make it to court because of PIC blunders during the investigation. (The most famous such case was the accusation of gun-running against South African foreign ministry official Robert McBride and several others: the Supreme Court threw it out because the police had mishandled it from beginning to end. This meant that even those suspects against whom there was some real evidence of gun-running could not be brought to trial.) "Metical" adds that PIC "apart from not having appropriate resources for investigation, laboratories and technically competent staff, is also full of agents with criminal links. It is known that some of these, who were handling the case at the staff, have been pulled off it because of these links".

Jim Herbeck Jim has been working with Unix systems for over 15 years in commercial, government, academic, and research settings, including MIT Project Athena, HHMI/Harvard University, Motorola, and a U.S. Department of Energy research laboratory. He received a computer science degree from the University of Iowa, and has been an adjunct professor for the Computer Science Department at the University of New Mexico. At present, he's working in the Special Projects group at Sandia National Laboratories.
