We invite you to attend this unique educational experience August 28 - September 3, 2004, in Washington, DC.
Today's FBI Laboratory has a history spanning more than 65 years. On November 24, 1932, the United States Bureau of Investigation (USBOI) created a Technical Laboratory in the Southern Railway Building in Washington, DC, as a means of improving the agency's investigative methods. Approximately one thousand examinations, most involving handwriting and firearms analyses, were conducted by the Laboratory during its first year of operation. In 1933, one year after the USBOI and the Prohibition Bureau were consolidated to form the Division of Investigation (DOI), the Technical Laboratory was relocated to the United States Department of Justice Building in Washington, DC, where it occupied the seventh floor and attic. Public tours of the Laboratory allowed visitors to pass directly through FBI work space. On July 1, 1935, the DOI was officially renamed the Federal Bureau of Investigation (FBI). Seven years later, the Laboratory was established as its own Division within the Bureau. In 1974, FBI Headquarters and the Laboratory were moved to the newly-completed J. Edgar Hoover building, an architectural icon synonymous with the Bureau's identity in Washington. A tour route was again made available to the public, but in this building visitors passed through corridors separate from the Laboratory's actual working space.

Introduction
The purpose of the Handbook of Forensic Services is to provide guidance and procedures for safe and efficient methods of collecting and preserving evidence and to describe the forensic examinations performed by the FBI Laboratory.
FBI Laboratory Services
The successful investigation and prosecution of crimes requires, in most cases, the collection, preservation, and forensic analysis of evidence. Forensic analysis of evidence is often crucial to demonstrations of guilt or innocence. The FBI Laboratory is one of the largest and most comprehensive forensic laboratories in the world. Services of the Laboratory are available to

  • U.S. Attorneys, military tribunals, and other federal agencies for civil and criminal matters; and
  • All state, county, and municipal law enforcement agencies in the United States and territorial possessions for criminal matters.
All Laboratory services, including expert witness testimonies, are rendered free of cost, but the following limitations apply:
  • No examination will be conducted on evidence that has been previously subjected to the same type of examination. Exceptions may be granted when there are reasons for a reexamination. These reasons should be explained in separate letters from the director of the laboratory that conducted the original examination, the prosecuting attorney, and the investigating agency.

T Laboratory staff examines questioned materials and compares them with standard materials to determine whether the source is the same, or whether a relationship exists. Findings may serve to focus an investigation in an entirely different direction from that originally thought to be most significant.
Requesting Aid
The laboratory is authorized to participate in a criminal investigation only at the request of authorized governmental officials (see table). Services are available to the defendant in a felony action upon his or her request and with the approval of the presiding judge (Wis. Stat. ). The laboratory also cooperates with federal and state agencies. The Department is authorized by statute to decline laboratory service in any matter not involving a potential felony charge. Asplen Upon reading about the use of DNA technology to exonerate an indi- vidual wrongfully convicted of rape and homicide, United States Attorney General Janet Reno raised concerns about the extent to which similar cases existed. In April of 1997, representatives from the broad spectrum of the criminal justice system met to discuss issues related to the future of forensic DNA technology. After they identified the significant breadth and scope of those issues, the Attorney General requested that the National Institute of Justice establish a national commission to examine the future of DNA evidence and how the Department of Justice could best encourage its effective use. Since its creation the Commission has examined issues that reach beyond the Attorney General's original questions about postconviction DNA application to ensuring a more effective integration of the technology into the criminal justice system. The Commission is chaired by Shirley S. Abrahamson, Chief Justice of the Wisconsin Supreme Court. The other commissioners represent the judiciary, prosecutors, the defense bar, law enforcement, the scientific community, laboratory directors, academia, the medical examiner community and victim's rights advocates. The Crime Laboratory
Chapter Overview
A crime laboratory is a scientific organization with a closely dedicated mission of aiding the process of criminal justice. It provides this aid by answering, or helping to answer, the vital question of whether a crime has been committed, how and when it was committed, who committed it, and, just as important, who could not have committed it. The criminal laboratory seeks answers such as these through scientific analysis of physical material collected primarily from the scene of crimes or from suspects. While there are more than 350 federal, state and local crime laboratories across the country, the range of services and personnel expertise within the laboratories, varies among the organizations. To understand the role of crime laboratories, one must understand their relationship to the scientific community and to the functions of the criminal justice system. There are two distinct activities involved in laboratory work. One is the gathering of evidence at the scene of the crime by evidence technicians or investigators. The second function is the scientific analysis of evidence, which occurs in the laboratory. The effectiveness of the latter activity often depends on the efficiency with which the first operation is performed.

This is an overview of two (2) major drug enforcement related grants program, the Edward Byrne Formula Grant Program and the Rocky Mountain High Intensity Drug Trafficking Area Program that involve the Wyoming Division of Criminal Investigation. Revised 09-29-97. The Edward Byrne Memorial Formula Grant Program (BYRNE): The Edward Byrne Formula Grant Program was created in 1988. This program provides federal funds for anti-drug efforts in the State of Wyoming. The Edward Byrne Program is administered on the federal level by the United States Department of Justice-Bureau of Justice Assistance. This program is administered on the state level by the Office of the Wyoming Attorney General-Division of Criminal Investigation. This grant is awarded on an annual basis and requires a twenty-five percent (25%) match from state and local governments. This grant is used for the following:

Crime Laboratory Division
The Lab Division is supervised by Assistant Director Jerry Richardson. AD Richardson joined the North Carolina State Bureau of Investigation in March of 1987 and was initially assigned to the Identification Section of the Division of Criminal Information. In January of 1989 he was promoted to the Latent Evidence Section of the Crime Laboratory and graduated from the 21st Session of the Special Agent Academy in December 1989. During his tenure in the Latent Evidence Section, he served as a Forensic Impressions Analyst, Assistant Supervisor, and Special Agent in Charge of the Section and was responsible for the forensic analysis of numerous criminal cases throughout the state of North Carolina.
In July 2002, he was promoted Deputy Assistant Director of Crime Laboratory Services and appointed to Assistant Director of Crime Laboratory Services in September of 2002. Accreditation is part of the Crime Laboratory's quality assurance program in maintaining standards in management, operations, personnel, procedures, equipment, physical plant, security and health/safety procedures. The SBI Crime Laboratory initially met the accreditation criteria in 1988 and is reaccredited every five years with a full review of the laboratory including an on site inspection of the forensic disciplines. The limited-service Western Regional Laboratory is staffed with two support personnel and five forensic analysts specializing in the analyzation of Drug Chemistry, Arson, and Latent evidence. The Western Lab serves thirty North Carolina western counties and analyzes approximately 5100 submissions annually.

The FSS is the world's foremost provider of forensic science, and is by far the largest supplier in the UK It principally provides scientific support in the investigation of crime and expert evidence to courts. Scientists work for both the defence and the prosecution. The FSS pioneered the use of DNA profiling and in April 1995 set up the world's first national criminal intelligence database - the National DNA Database (NDNAD) - which it runs on behalf of the police. There are now more than one million samples from individuals on the NDNAD, together with more than 95,000 samples from unsolved crimes. Matches between suspects and scenes of crime, and linking one crime to another, provide invaluable intelligence to the police.

KPS Newsletter - June 2002 TRAINING IN USA As a part of the development of KPS and its skills, a group of KPS were sent to training in USA, concretely in Northeast Florida where they will be staying for four weeks. The Colonel, seven Lt. Coloneles, two Majors and seven KPS officers who acted as interpreters were sent to the training. KPS ARREST BANK ROBBERS TRAINING IN GERMANY Four KPS Sergeants were selected to attend training at the Marshak Center in Germany. This training is a four-week program in democratic policing and it will greatly improve the professionalism of the KPS who attend. The Sergeants that are going to this training were selected from competition, where the primary condition was knowledge of English language, German or Russian. Veton Elshani, Luljeta Mehmeti, Ergyn Mediq, Vjollca Zeqiri were chosen to attend this prestigious training center. They departed for Germany on 28 April 2002 after meeting with the local press at the United States office in Prishtina and receiving letters of congratulations from the United States Ambassador.
