CRIME LABORATORY
Accredited by the American Society of Crime Laboratory Directors-Lab Accreditation Board (ASCLD-LAB) The North Carolina State Bureau of Investigation maintains a full-service laboratory in Raleigh, North Carolina and a limited-service laboratory in Asheville, North Carolina for the purpose of examining all types of evidence related to criminal investigations. Specially trained personnel staff both laboratories providing laboratory services free of charge to any public law enforcement agency in North Carolina, including local, state, federal, military, and railroad police organizations. The laboratory provides the following: consultation on the value, use, collection, and preservation of evidence; analysis of evidence; and expert testimony in court proceedings. Additionally, assistance is available by request for collecting evidence and processing crime scenes. Both laboratories are normally open from 8:00 a.m. until 5:00 p.m., Monday through Friday. Services are available twenty-four hours a day for emergency situations. The Crime Laboratory is a participant in The Crime Laboratory Accreditation Program, established by the American Society of Crime Laboratory Directors (ASCLD). Accreditation is part of the Crime Laboratory's quality assurance program in maintaining standards in management, operations, personnel, procedures, equipment, physical plant, security and health/safety procedures. The SBI Crime Laboratory initially met the accreditation criteria in 1988 and is reaccredited every five years with a full review of the laboratory including an on site inspection of the forensic disciplines.

An Overview of the Alabama Department of Forensic Sciences Carlos Rabren, Director
The department was founded as the Office of the State Toxicologist by an act of legislature, signed by Governor Bibb Graves, on July 17, 1935, with an initial appropriation of $8,000. The first office and headquarters for the department were established at the Alabama Polytechnic Institute so it would have a facility in which to operate, and because part of the initial duties were taken from the duties of the state chemist, who worked for the Dean of the School of Chemistry. This start helped create the relationship the agency has had with Auburn University and with other universities throughout the state. Laboratories were established in Mobile in 1939, Birmingham in 1941, Montgomery in 1951, and Huntsville in 1954. Additional expansion of satellite laboratories with federal assistance, occurred in the early 1970's with laboratories in Enterprise (now located in Dothan), in Tuscaloosa at the University of Alabama, in Florence at the University of North Alabama, and in Jacksonville at Jacksonville State University. There was a satellite laboratory in Selma, but when Craig Field closed the main reason for existence of that small office ceased to exist, prompting the closing of the Selma office in the late 1970's. Some of the initial leaders, founders, or otherwise great people in early Alabama forensic science history include:

Forensic Science Glossary
by John C. Brenner (August 1999)
In forensics there is often a difficulty conveying critical scientific terms to non-scientists such as investigators, attorneys, juries, and even court reporters. This glossary of words and their meanings covers important areas of forensic science, including chemistry and toxicology pertinent to forensics, ballistics, and DNA analysis. 950 words have been compiled thus far but the author has agreed to have the manuscript reviewed for gaps and will expand where necessary.
Forensic Science: An Introduction To Criminalistics

This book is a basic textbook for use in college and university forensic science courses at the introductory level in which little or no prior knowledge of science has been assumed. Most of the book is devoted to a careful exploration of the importance of physical evidence and this new edition includes a chapter on DNA.

Crime Laboratory Division The Crime Laboratory Division is one of two major divisions under the Forensic Laboratory Services Bureau (FLSB) of the Washington State Patrol. The division operates four full-service crime laboratories in Seattle, Tacoma, Marysville, Spokane, and three limited-service crime laboratories in Kelso, Kennewick, and Tumwater.

The laboratories play a vital role in the criminal justice process. Scientific testimony is often the deciding factor in the judicial resolution of civil and criminal cases. The results of scientific analysis of evidence blood, semen, shreds of clothing, hair, fibers, glass, paint, soil, bullets or bullet casings, impressions, and other physical indications left at the scene of a crime can seem more compelling to a jury than the testimony of eyewitnesses.
The timely scientific analysis of any physical evidence relating to crimes against the citizens of the state is an integral part of ourservices. To support demands, forensic laboratory services are grouped into specialties, which include the analysis of different types of evidence.

DNA Database Situation of DNA – Analysis in Germany
Dr. Hermann Schmitter, Bundeskriminalamt, Wiesbaden, Germany Institutions involved The predominant part of the work on the different fields of forensic examinations of evidential materials collected in crime cases in Germany is done by the Forensic Science Institutes that are connected with crime investigation agencies. In the area of forensic DNA analysis in addition to Forensic Science Institutes many University Institutes of Legal Medicine as well as several private laboratories provide respective services. While Forensic Science Institutes only can be active in crime cases Institutes of Legal Medicine also are performing analyses in civil cases like paternity testings. Private laboratories nearly exclusively are working on paternity cases but, since the DNA database was established they also offer analyses of the samples for database purposes. As pointed out above, far most of the analytical work performed in crime cases is done in the laboratories of the Forensic Science Institutes. That also applies to DNA analysis. Thus, the description of the situation in the Forensic Science Institutes can be assumed as representative for the situation of DNA analysis in crime cases all over Germany.

HIGH TECHNOLOGY CRIME INVESTIGATION ASSOCIATION 1999 INTERNATIONAL TRAINING CONFERENCE SAN DIEGO, CALIFORNIA MONDAY, SEPTEMBER 20, 1999 JANET RENO 9:10 a.m. - 9:40 a.m. JANET RENO: Thank you, Greg, and thank you very much for your great service. And to you, Mr. Lee, thank you so much. It is wonderful, and I think this is a symbol of what we're all about in this country as we try to address the issues of crime. A Republican DA with a former Democratic DA, that's what it's about. It's not about political rhetoric. It's about common sense in getting the job done, and in that context I salute you all. I salute you because you're engaged in some of the most important work that law enforcement has ever faced. You are at the cutting edge of one of the most exciting opportunities and one of the greatest challenges that we have faced in America: Do we control the technology, or does the technology control us.
You are proving once again that machines are made by man and humankind. And if we prepare ourselves, if we educate ourselves, we can use these machines, we can use this technology to create some of the most exciting opportunities possible for the American people. The importance of emerging technologies and the significance of the global information infrastructure stagger the imagination and convert vanity to prayer. This infrastructure, if properly developed and protected, will be used for personal communications, financial transactions, medical care, the development of new intellectual property and a host of other applications. Today economists are giving it credit, the whole information infrastructure, for helping to sustain one of the most prosperous times in our economy and our history.
