Court of Justice of the European Communities
The Court of Justice ensures that the law is observed in the interpretation and application of the Treaties. As the judicial institution of the Union, it ensures that Community law is interpreted and applied in the same way in each Member State, in other words that it is always identical for all parties and in all circumstances. Since its creation in 1952, the Court has had many thousands of cases brought before it. To cope with this influx and improve the legal protection offered to citizens, a Court of First Instance was created in 1989. This Court is responsible for ruling on certain categories of case in the first instance, particularly those relating to competition rules and actions brought by private individuals.
Seat and composition
The seat of the Court of Justice is in Luxembourg.

The European Convention on Human Rights

This Convention has been referred to as “the jewel in the crown” of the Council of Europe. New member states are obliged to sign on becoming members and to ratify within one year. Its direct predecessor is the Universal Declaration of Human Rights of 1948. Other notable historical precedents include England’s Magna Carta of 1215, which asserted the right to a fair trial and a just legal system; the Declaration of Independence of the United States of America of 1776; and the French Declaration of the Rights of Man and the Citizen of 1789. While inadequate for today, these represented important stages on the road toward full and equal rights for all human beings. The European Convention on Human Rights , by its own acknowledgement, represents “the first steps for the collective enforcement of certain of the rights stated in the Universal Declaration”. Contracting States undertake to secure to everyone within their jurisdiction a number of civil and political rights and freedoms set out in the Convention. Subsequent protocols have extended the initial list of rights, and the case-law of the European Court and European Commission of Human Rights have reinforced and developed these rights, demonstrating the dynamic and evolutive nature of the system. All the Contracting States, with the exception of Ireland and Norway, have incorporated the Convention into their own law, enabling the domestic judiciary to take full account of its provisions when considering a grievance. Once domestic judicial remedies have been exhausted, an individual may still seek redress in Strasbourg for an alleged breach of the Convention by a Contracting State. The Strasbourg machinery is not a substitute for national courts, but is, in a sense, an extension of them.

Notes for the Guidance of Counsel in Written and Oral Proceedings before the EFTA Court
Foreword on the EFTA Court
The EFTA Court was set up under the Agreement on the European Economic Area (the EEA Agreement) of 2 May 1992. This was originally a treaty between the European Communities and their then twelve Member States and the EFTA States Austria, Finland, Iceland, Liechtenstein, Norway, Sweden and Switzerland. The treaty came into force on 1 January 1994 except with respect to Switzerland, which voted against it, and Liechtenstein. Austria, Finland and Sweden joined the European Union on 1 January 1995. Liechtenstein became a member of the EEA on 1 May 1995. The EFTA Court continued its work in its original composition of five Judges until 30 June 1995, under a Transitional Arrangements Agreement. The Court is now comprised of three Judges appointed by common accord of the Governments of Iceland, Liechtenstein and Norway. The decisions of the EFTA Court may be found in the Report of the EFTA Court . The first Report covers the period from 1 January 1994 to 30 June 1995 and contains its decisions during that period. February 11, 2003 COURT OF CLAIMS TO ACCEPT ELECTRONIC FILING Attorney General Eliot Spitzer and Chief Judge Judith Kaye today announced that lawyers may now serve the State, and provide all legal papers electronically in tort cases heard in the Albany District of the New York State Court of Claims under a pilot program that began this month. "My office's acceptance of electronic filing and the Court of Claims authorization of electronic service are first steps in demonstrating how technology can be used to improve the efficiency of and reduce the cost associated with the legal process," said Spitzer. "If successful, in the Albany District, the project may be expanded to other districts." Chief Judge Judith Kaye said: "We are confident that modern technology, so commonplace in our daily lives, can be put to good use in legal proceedings to reduce unnecessary burdens on our courts and on the litigants they serve. We will monitor this pilot program closely as we continue to adapt electronic filing for use in other kinds of cases throughout the court system." The Albany District of the Court of Claims covers twelve counties: Albany, Clinton, Columbia, Essex, Franklin, Greene, Rensselaer, Saratoga, Schenectady, Ulster, Warren, and Washington

2002 Annual Report to the Ninety-Third Illinois General Assembly The 49th annual meeting of the Illinois Judicial Conference was held October 24-25, 2002, in Chicago. The Conference, which is authorized by Article 6, section 17 of the Illinois Constitution, is charged to consider the work of the courts and to suggest improvements in the administration of justice. Conference membership includes the seven Illinois Supreme Court Justices, and appellate, circuit and associate judges from each of Illinois’ five judicial districts. The work of the Conference is ongoing, conducted throughout the year, largely through the efforts of seven separately appointed committees: Alternative Dispute Resolution Coordinating Committee, Committee on Criminal Law and Probation Administration, Committee on discovery Procedures, Study Committee on Juvenile Justice, Study Committee on Complex Litigation, Automation and Technology Committee, and the Committee on Judicial Education. The various committee rosters include appellate, circuit and associate judges who serve as full Judicial Conference members. The committees are assisted in their work by non-Judicial Conference judges, attorneys, and law professors, who are appointed by the Supreme Court to serve as either associate members or advisors. An Executive Committee, which is authorized by Supreme Court Rule 41, acts on behalf of the Conference when the Conference is not is session. This Committee is comprised of fourteen judges, six from the First Judicial District and eight from the downstate judicial districts, and is chaired by the Chief Justice. The Executive Committee previews the written reports of the conference committees and submits, for the Court’s approval, an agenda for the annual meeting.
