White Collar Crime Study The Federal Bureau of Investigation today released The Measurement of White-Collar Crime Using Uniform Crime Reporting (UCR) Data, a study in the National Incident-Based Reporting System (NIBRS) Publication Series. Defined as ". . . a crime committed by a person of respectability and high social status in the course of his occupation," white-collar crime extracted from NIBRS data accounts for 4 percent of crime reported. Four percent of all arrestees reported in NIBRS were individuals arrested for bad check offenses. The majority of white-collar crime offenders have had contact with their victims and are typically white males aged late-twenties to early-thirties.
Computer crime, or technocrime, can be extracted in NIBRS by the data element that notes the offender was suspected of using a computer or computer equipment to perpetrate the crime. NIBRS data demonstrate that white-collar crime comprises 42 percent of the offenses committed with a computer. Of those offenses, the crime of larceny-theft accounts for the largest proportion. (See figure above.)
White-collar crime, on average, accounts for a greater dollar loss per incident when compared to other property crime incidents. The majority of white-collar crime incidents, with the exception of wire fraud, occur within public spaces.

    Detective Carol Rivenburg
    CRIMES AGAINST SENIORS
Elderly people may be targeted because they frequently live alone. They are believed to have a "nest egg", and are often lonely and anxious to have someone to talk to. They may also be more trusting, thinking of the way things were in years gone by. Common types of crimes against the elderly are: Contractor/home repair scams -repair work to the home that is unnecessary, overpriced, or, when work is actually done, incomplete or shoddy. Unscrupulous contractors may also create the damage to the home (such as pulling off roof shingles) and then approach the homeowner with the damage they have "found." Telemarketing scams -telephone solicitations offering "free vacations" and other rewards in exchange for a credit card number or a donation to what may purport to be a charitable organization. Oftentimes these are boiler room operations and the donation to named beneficiary is a falsehood or misrepresentation. This is frequently done utilizing references to policeorganizations. The new trend is to make reference to a current situation, such as collections for Operation Desert Storm when it was occurring. Another problem becoming prominent is the changing of long distance phone carriers without one's authorization or by deceptive means, including forgery of the contract.

    white-collar crime: an overview
The phrase "white-collar crime" was coined in 1939 during a speech given by Edwin Sutherland to the American Sociological Society. Sutherland defined the term as "crime committed by a person of respectability and high social status in the course of his occupation." Although there has been some debate as to what qualifies as a white-collar crime, the term today generally encompasses a variety of nonviolent crimes usually committed in commercial situations for financial gain. Many white-collar crimes are especially difficult to prosecute because the perpetrators are sophisticated criminals who have attempted to conceal their activities through a series of complex transactions. The most common white-collar offenses include: antitrust violations computer/internet fraud credit card fraud phone/telemarketing fraud ... economic espionage , and trade secret theft (see definitions at bottom). According to the Federal Bureau of Investigation, white-collar crime is estimated to cost the United States more than $300 billion annually.

Home Page Territory Contact Us Investigative Programs ... FBI HQ WHITE COLLAR CRIME In connection with its White-Collar Crimes Program, the Cleveland FBI investigates matters relating to fraud, theft, or embezzlement occurring within or against the national or international financial community, as well as instances of public corruption. These crimes are categorized by deceit, concealment, or violation of trust, and are not dependent upon the application or threat of physical force or violence. Such acts are committed by individuals and organizations to obtain money, property, or services; to avoid the payment of loss of money or services; or to secure personal or business advantage. The Cleveland FBI financial crimes investigations target such criminal activities as international money laundering, health care fraud, telemarketing fraud, computer fraud, financial institution fraud, fraud against the government, and environmental crimes. Money Laundering Money laundering (ML) generally occurs in connection with some other type of unlawful activity and crosses all Cleveland FBI investigative programs, including white collar crime, drugs, violent crime, terrorism, and national security. Money laundering is a process or series of actions through which income of illegal origin is concealed, disguised or made to appear legitimate to evade detection, prosecution, seizure and taxation. Illicit proceeds must be laundered to make it appear as though the funds were generated through some legitimate means. This allows criminals to enjoy the "fruits" of their criminal activity without raising suspicion.

Is corruption the only problem confronting us in Public/Private Services? If we get rid of corruption, can we lead a trouble free corporate and social life? No there are other and much bigger threats. Corruption is restricted mostly to Government departments, Public organizations, and mismanaged private enterprises, while all types of organizations face the threat of other crimes. We can broadly classify three categories of Crimes. Viz. Crimes involving violence or threat to physical injury, white-collar crimes and economic offences. 'White Collar Crimes' and 'Economic offences" bringing added problems to the common public employees in all organization alike. The sway of these twin threats is of universal character and confronts all types of organizations, big or small, private or public. The first category of this is White Collar Crimes. Corruption also is a white-collar crime, but since this has been dealt with already, it will not be included now in our analyses. White Collar Crimes What are white-collar crimes? These are smart offenses carried out by the skilled miscreants, by perpetuating dexterously confidence tricks on the innocent or non-suspecting individuals. White collar crimes have been defined as under:

THE ROLE OF CONFLICT IN EXPLORING WHITE COLLAR CRIME It is complicated to prove mens rea in the scope of white collar crime. The means is substantial because some people in business and other work force environments commit crimes unknowingly. Changing laws complicate one's ability to live completely within the scope of the law. With this notion, it is nearly impossible to separate the boundaries between mistake and intended crime. Most white collar crimes are committed by highly educated individuals. For example, a corporate executive who is laid off from his or her job retaliates against the firm by selling business secrets to his former employer's competitors. This would be a white collar crime, under the assumption that the former employer signed contracts agreeing to reserve confidentiality of business strategies. However, if the fired executive was hired by the former employer's competitor, contributing knowledge acquired from the former agency would not be a criminal offense. What complicates the abovementioned example is the borderline between the two. How will one be able to determine if the former executive would not reveal defense mechanisms to his new employer? There is not one way of reaching the conclusion because no one act is committed the same way. Is there a correlation between the two employing agencies? Will the employee strike against the new employer if they were to fire him? Who knows. This study will serve as a scientific investigation exploring the role of conflict in white collar crime. It intends to surface and narrow a broad topic by examining case studies, statistical research, and by selecting specific typologies associated with white collar crime.

During the oil boom in the early 1980s, an Alaskan businessman amassed a fortune developing real estate. Oil prices dropped in the mid-1980s, and real estate prices collapsed, resulting in the man filing for bankruptcy in 1991. The one-time real estate tycoon listed assets of more than $12 million and debts in the amount of $56 million. An investigation ensued concerning hidden assets not listed in his bankruptcy. The investigation disclosed withheld assets of over $2 million including jewelry, furs, cars, boats, property, and a trophy animal collection of over 250 animals, including a snow leopard, jaguar, walrus tusks, and puffin.

WHITE-COLLAR CRIME The term "white-collar crime" refers to several related crime areas, which in the broadest sense, are committed for financial gain and rely primarily on deception and fraud rather than on violence or physical force. These areas include corruption, financial and economic fraud, government fraud, computer frauds, and environmental crime. In today's complex and global society, the nature, the breadth, and complexity of white-collar crime is as diverse as those it impacts: the government, industries, businesses, and individual citizens. The economic cost of white-collar crime is massive, conservatively estimated to cost the U.S. more than $300 billion annually. In addition, there are other costs of white-collar crime which are not always measurable in dollars. Corruption of public officials undermines the trust in government, tearing at the very fabric of American society. Environmental crimes, such as the illegal dumping of toxic waste, contaminate our environment, endanger public safety, and often cause irreparable harm. The theft and piracy of intellectual property discourages creativity and can cripple a business. Finally, the substitution of inferior parts and products can jeopardize the lives of everyone. Recognizing the cost and seriousness of white-collar crime, the Jacksonville Division places the highest priority on these matters. Listed below are brief descriptions of the different types of white-collar crime investigated by the Jacksonville Division. For more information or detailed descriptions refer the FBI's
