Recordkeeping/Reports Private schools must file student attendance reports and "such reports and returns concerning the school . . . as are required from boards of education concerning the public schools. . . ." No report concerning finances is required. Conn. Gen. Stat. § 10-188. Instruction in English: Teacher Certification: Curriculum: Connecticut parents have the duty to instruct their children or cause them to be instructed in reading, writing, spelling, English grammar, geography, arithmetic, and United States history and in citizenship. Instruction may occur outside the public school if "the child is elsewhere receiving equivalent instruction in the studies taught in the public schools." Conn. Gen. Stat. § 10-184. ADMISSIONS DEADLINES FACULTY ... MSU HOME Initial Instructional Certification ADMISSIONS, DEADLINES, AND FACULTY ADMISSION REQUIREMENTS Candidates for admission to the Initial Instructional Certification programs must file an Application for Graduate / Post Baccalaureate Admission to the Graduate School, including all supporting materials by February 15th to be considered for Summer/Fall admission or by September 15th for Spring admission. An undergraduate grade point average (GPA) of at least 2.70 overall in the teaching field is required. A higher GPA in the teaching field may be required by some departments. In addition official transcripts, two recommendations from school or college faculty or administrators and a Statement of Objectives essay must be submitted. It is expected that students will be able to demonstrate proficiency in the use of the English language. After the application deadline, candidates will be notified about the next step in the application process, which may include interviews (with a departmental faculty adviser and/or admission committee), writing samples, and portfolio review or audition (the latter applies to art and music candidates).

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). Preamble
At this time, all aspects of public education are under scrutiny in our nation, and Connecticut is no exception. The Connecticut Academy for Education in Mathematics, Science, and Technology, Inc. (the "CT Academy"), serves as an advocate for educational excellence and as a coordinator of efforts to attain educational excellence, focusing on mathematics, science, and technology.
As one facet of its work, the CT Academy cooperates with the Connecticut State Department of Higher Education (CSDHE) and the Connecticut State Department of Education (CSDE) in helping to make the teacher-preparation programs in the state optimally effective in ensuring the preparation of a top-flight corps of teachers. This goal is broad and complex, and the CT Academy's role is restricted to the portions of this goal directly relevant to mathematics, science, and technology.
Amidst all the debates and controversies in education, one principle is certain: performance rises when students are actively engaged with the material. When students are active, inquiring learners, rather than passive recipients of instruction, they learn more, retain it longer, understand it more deeply, can apply it more effectively, and experience the excitement of exploration and discovery.

FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC FOREIGN LANGUAGE TEACHER CERTIFICATION AT PRESENT Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).
