The Abell paper, authored by Kate Walsh, seeks to dismiss every major study done over the past four decades that supports a link between teacher education or certification and teacher quality, as well as the relationship of teacher education to student achievement. Walsh specifically argues for the elimination of certification for teachers in Maryland and against efforts to boost the supply of certified teachers in Baltimore, where large numbers of students are taught by uncredentialed staff. According to Dr. Linda Darling-Hammond, executive director of NCTAF, the evidence suggests that this approach would be sure to negatively impact Maryland’s students — particularly those who are already underserved.

Troop To Teachers A referral assistance and placement service for military personnel interested in beginning a second career in public education as a teacher. The program helps applicants identify teacher certification requirements, programs leading to certification and employment opportunities. Background: President Bush signed legislation authorizing the continuation of Troops to Teachers into law on 8 January 2002. Congress also appropriated $18 million to provide financial assistance to help eligible individuals pay for teacher certification programs or to accept employment as a teacher in a "high needs" school. One of the most significant changes to the eligibility criteria is extending Financial Assistance to members of the National Guard or Reserve with at least 10 years of service who agree to an additional three years of reserve service. Other eligibility categories for financial assistance are outlined below. Referral and Placement Assistance services are extended to those who may not meet eligibility for financial assistance but are members of the Reserve service on or after 8 January 2002. These services include a network of state placement assistance offices that provide information regarding certification requirements, programs leading to certification, and assistance in identifying teaching positions. An Internet Teacher Job Referral service has been established that allows school district administrators to post job vacancies and search the Troops to Teachers database for potential teacher candidates. Anyone may use this site to search for job vacancies. Individuals registered with Troops to Teachers may post a mini-resume to highlight their background and experiences.
