He is originally from England but considers New England as home. Trevor has been a teacher for more than 30 years. He has taught students on both sides of the Atlantic, K – 12 and older. He has taught college level students in this country for 15 years, first as art instructor at Castleton State College in Vermont. He is a professional water color artist and as such has taught watercolor painting along with drawing and sculpture. His background training and experience is in general and special education, but for the last ten years he has been actively engaged in the education of high ability students. His Ph.D. is in Educational Psychology with a major focus in gifted education and counseling. As assistant director of Honors, Trevor has been associated with the conceptual aspects of the program. He views the needs of students holistically. His vision for the Honors Program is that of a dynamic learning community where on-going interaction and collaboration ultimately benefits not only all its own members but also members of larger community of which the Honors Program is part.     The Local Path To Making Work Pay: Denver's Earned Income Credit Experience , March 2002 This report is the first in a series of web essays about local innovations in welfare and work.This essay describes the reasons for Denver's decision to use welfare block grant funds to create a local earned income tax credit for th city's low-income workers. It describes the: 1) reasons for Denver Mayor Webb's decision to create a local Earned Income Tax Credit; 2) specific steps the city took to create the working family credit; 3) lessons learned during the development of the new policy; and 4) implications of this experience for welfare reform reauthorization. It concludes that local leaders can creatively use flexible federal welfare funds to provide accessible support that alleviates poverty and rewards work. The author recommends that federal welfare reform reauthorization maintain flexibility and include adequate funds by adjusting block grants for inflation.

Contact: Michael Kharfen, (202) 401-9215 Y2K READINESS OF STATE CHILDREN AND FAMILY PROGRAMS The five programs are operated directly by the states with oversight from ACF. State computers are used to determine the eligibility of beneficiaries and the disbursement of payments. In addition to supporting the administration and oversight of these programs, computers help make sure that eligible beneficiaries get the services they need and pay providers of these services such as foster care and child care. State computers are used to identify and locate delinquent non-custodial parents and collect child support payments. The five programs, operated by the States and territories, receive over $30 billion in federal funds to promote the economic and social well-being of families, children, individuals, and communities. ACF has conducted on-site assessments in fifty-five jurisdictions to evaluate the Y2K compliance of the operations of the five high impact programs. ACF visited the 50 States, the District of Columbia, Puerto Rico, Guam, American Samoa and the Virgin Islands to assess information systems. As of mid-November 1999, 26 jurisdictions are at low risk for possible problems in all five program areas, 23 are at medium risk in one or more areas, while 6 jurisdictions are currently at high risk in one or more programs. ACF continues to work with states to assume readiness.

For Grandparents and Special Others Raising Children Connecticut Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002 Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Connecticut has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Connecticut and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system.
A Look at the Numbers: Kinship Care in Connecticut The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*
