Wednesday, September 5, 2001 By Chris Powell Journal Inquirer Years ago Gov. John G. Rowland's father teased him that he should run for mayor of Waterbury because "the salary alone is $40,000." Rowland understood that joke intimately, since his grandfather, elected as the city's reform comptroller in the 1930s, helped to expose the granddaddy of all Connecticut municipal-corruption scandals, the looting of the city by Mayor T. Frank Hayes and his cronies. Each of Waterbury's last three mayors has faced criminal charges. One was convicted, one acquitted, and now Mayor Philip A. Giordano has been whisked away and is being held somewhere without bail on federal charges of sexual misconduct that unavoidably blew the cover on an incomplete federal investigation of his administration. When Giordano's shocking but incongruous arrest was announced, a cynic wisecracked, "At last Waterbury has a mayor who's not a crook." But the best line about the latest of the city's chronic troubles may have belonged to the Waterbury alderman who offered some mock caution to a radio reporter: "Remember, in this country even the mayor of Waterbury has the right to be presumed innocent until proven guilty." Connecticut is following the Waterbury business closely, if only for its salaciousness, but the state seems not to know quite what to make of it all.
