July 13, 2001 Involuntary Telecommuters Stay in Touch and on the Job By Stephanie Miles, The Wall Street Journal Online Last Friday, three employees of New York City-based Viewpoint Corp. tried to conduct business from an apartment in Hoboken, N.J., just across the Hudson River from the city. The offices for the developer of rich-media marketing technologies are in midtown Manhattan well away from the World Trade Center area, but a bomb threat on Thursday sent everyone home. So Yvonne LeCroy, a public-relations specialist; her husband, Ales Holecek, vice president of engineering; and Lars Olsen, a California-based product manager stranded when air traffic was halted, were using several laptops, three cellphones, one land phone line and wireless Internet access to "function like a little office," Ms. LeCroy said. "We're just all spread out and trying to get as much done as we can." This band of involuntary telecommuters isn't alone. As companies affected directly and indirectly by last week's terrorist attacks try to regroup, many are using cellphones, laptop computers, wireless messaging services, and other communications technologies to rally their scattered staffs and get back to work.

Flash floods hit New Jersey
Sparta and adjacent communities in northern New Jersey suffered severe flooding on August 12 when a foot or more of rain struck with little warning. The floods washed out roads and bridges in Sussex and Morris Counties and isolated many residents. The North Atlantic Division tasked the New York and Philadelphia Districts to send inspection teams into the area to assess damages from the storm. “This storm event was a very unusual phenomenon,” said Steve Monte, NAD Natural Disaster Manager. “A thunderstorm, which normally passes through an area fairly rapidly, stalled for many hours. This resulted in over 14 inches of rainfall impacting the vicinity of Sparta, and complete inundation of Sparta Lake.” The Federal Emergency Management Agency did not issue formal mission assignments to the Division and the teams remained in the area through Aug. 16.

The North Atlantic Division held its final two “listening sessions” on August 14 in Williamsburg, Va and August 17 in New Brunswick, NJ. Members of the public, media, private industry and elected officials told BG Steve Rhoades, Division Commander, their thoughts and concerns on water resources issues in the Northeast. The sessions were two of 14 the Corps of Engineers is holding throughout the nation this summer.

Media monopoly and content regulation concerns form part of BECTU's Communications White Paper response. The union's full response , as well as responding on the proposed regulatory structure, also focuses on ownership, regional production, universal access, the internet, programme standards, public service broadcasting and equal opportunities and labour market issues. The UK government Communications White Paper proposes a new unified regulator for the communications and media sector, OFCOM, would take over the existing functions of the ITC, Radio Authority, Broadcasting Standards Commission, OFTEL and the Radio Communications Agency. OFCOM would oversee content and be responsibility for economic regulation. BECTU argues that content and programming is the issue, and that the explosion of broadcasting hours made possible by digital technology could lead to quality programming losing out. The union calls for a distinct and identifiable department within OFCOM to deal with content regulation, and for clear and transparent means of conflict resolution with OFCOM's economic objectives. There is applause for the commitment in the White Paper to consultation with workers in the industry and to better links with Wales and Scotland and the English Regions.

More protection for regional TV is needed in new legislation, says BECTU. The union is worried that future of programme production from the ITV regional bases hangs in the balance unless stronger regulation is written in to the Communications Bill, published this week. BECTU is demanding commitments in the Bill to "substantial and significant" regional production and regional programming quotas. General Secretary Roger Bolton commented: "The strong heritage of ITV regional production is in decline and under further threat from the loosening of ownership regulations and the proposed merger of Granada and Carlton. This is why a strengthening of these regulations is vital." MPs with ITV regional bases in their constituencies outside London and Manchester are being warned by the union that without amendment, the Bill will cause job losses in their areas and the disappearance of their region from our screens. Already four franchises made no programmes at all for the network in 2000. Tyne Tees's output has suffered a catastrophic 94% collapse from 92 hours in 1994 to just six in 2000. Yorkshire shrank from 204 hours production down to 156 in the same period. And Scottish TV's network output fell from 225 hours in 1994 to 136 in 2000: so Scottish programming for ITV is now just 7%.

Optical Startups See More Than Just Dollar Signs
By Paula Bernier Incubators are beginning to go beyond simply providing funding and general direction to telecom infrastructure equipment startups. Some are now actually providing technical blueprints and resources to the companies they coddle. Raza Foundries Inc. ( www.razafoundries.com ), for example, calls itself "a superset of a venture capital firm, an incubator and a consulting company," says Dana Krelle, vice president of market development. "We fund startups in the original round, and we take a stake in the companies," Krelle says. "We then apply systems and resources to help companies grow as fast as possiblefacilities, IT, phone, human resources support. But our real value add is in the third piecethe consulting piece." Raza Foundries provides its member companies with engineering, operations and marketing resources "so they have a critical mass virtually immediately upon the startup of the company," Krelle says. Raza says its "best-practices management methods" and "fast track engineering methodology" help accelerate member companies' time to market and increase their chances for success. Raza Foundries is working with 10 partner companies in broadband networking and communications. What are the strengths and weaknesses of the Internet in the making of the knowledge society? Are we cognizant of its contradictions, shorn as it is of civilization and cultural cores and mores that have sustained the Indian society through the ages? What shape should the national infrastructure in communications and IT take? Can we adopt the Andhra Pradesh model or more precisely can we sell this model to other states? These are some of the questions that badger even excite and tickle us immensely. Much is happening on the information deck, globally, nationally and regionally. At the global level, Internet, described as a network of networks, is a vibrant reality. A New World Order is emerging with information as its plank. That the Global Information Infrastructure (GII) is an appropriate instrument to take on the problems of the world, is an aphorism, howsoever, presumptuous it may sound. It is inevitable that the GII at the global level and its subsets, feeders and tributaries at the national, regional and local level reshape the future of mankind.
