The idea for Cumbres was initiated by the UNC Hispanic Alumni Partnership. These alumni focused on the needs of Hispanic students in Colorado public school. If the number of bilingual or Teaching English as a Second Language certified teachers increases, Colorado Hispanic school children will have more role models and teachers whose proficiency in Spanish and English would enable those students to better meet their educational needs. Cumbres uses a cohort concept, in which an identified group of teacher education students begins together as freshmen and takes a core of courses each year that not only prepare them for their area of primary teacher certification, but also for an endorsement in Second Language. What sets these teacher students apart is that they are being specifically qualifies to teach public school children who may be bilingual in English or Spanish, or whose primary language is Spanish. In addition to the bonding that the cohort experience produces, Cumbres students are also assigned mentors- individuals in the Greeley community or faculty and staff at UNC- who work one-on-one with Cumbres students. The mentors' role is to help guide Cumbres students through their program of study. Mentors are problem solvers, sounding boards, and informal advisors.

    Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    Question 1: You mentioned that NEA and AFT members don't have access to the statistics you used in your remarks. How did you get this information? Answer Ms. Haar: The NEA has an extensive line item budget, but none of those figures came from the budget. They actually come from a financial document that is distributed at the NEA convention only to delegates who attend, not to the general membership. And, those figures came only from the contingency part of the budget. The NEA traditionally puts about $1.5 million per year into a contingency budget, and it is from that budget that the executive committee decides which political activities to fund. The line item budget for the donations is scattered throughout the budget and it is very hard to come by. It happened that I've been at the NEA convention and asked for that information and that's how I received it but only because I asked not because it was readily available. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner.
