[ Postgraduate Programs ] The Bachelor of Science (B.Sc.) program in Economics and Finance The program of BSc in Economics and Finance provides a general education in economics and finance with an emphasis on analytical skills and quantitative methods. The program equips students with a solid training in the scientific basis of economics and finance. As a result, graduates will be able to perform quantitative analysis of a wide range of economic and financial issues. Students' Profile The BSc program, launched in fall, 1999, aims to recruit around 40 students per year. The small size of the program is conducive to close interaction among students. There are currently 40 first year, 40 second year and 38 third year students. Local students apply the program through JUPAS or GCE AL examination, or transfer from other universities. Bulletin Economic Reforms Reform Regions Information Since 1979, China has been engaged in an effort to reform its economy. The Chinese leadership has adopted a pragmatic perspective on many political and socioeconomic problems, and has sharply reduced the role of ideology in economic policy. Consumer welfare, economic productivity, and political stability are considered indivisible. The government has emphasized raising personal income and consumption and introducing new management systems to help increase productivity. The government has also focused on foreign trade as a major vehicle for economic growth. In the 1980s, China tried to combine central planning with market-oriented reforms to increase productivity, living standards, and technological quality without exacerbating inflation, unemployment, and budget deficits. China pursued agricultural reforms, dismantling the commune system and introducing the household responsibility system that provided peasants greater decision-making in agricultural activities. The government also encouraged non-agricultural activities such as village enterprises in rural areas, and promoted more self-management for state-owned enterprises, increased competition in the marketplace, and facilitated direct contact between Chinese and foreign trading enterprises. China also relied more upon foreign financing and imports. During the 1980s, these reforms led to average annual rates of growth of 10% in agricultural and industrial output. Rural per capita real income doubled. China became self-sufficient in grain production; rural industries accounted for 23% of agricultural output, helping absorb surplus labor in the countryside. The variety of light industrial and consumer goods increased. Reforms began in the fiscal, financial, banking, price setting, and labor systems.

    Tuesday, February 4, 2003 Regional data highlight analysts' doubts about China statistics BEIJING China's 8 percent economic growth rate last year was among the fastest in the world. The remarkable thing is that the country's local governments all reported that their own growth was even faster.
    Flouting the law of averages, China's 31 provinces and municipalities each reported 2002 growth rates higher than the central government's figure for the whole country, according to data from local government Web sites and state media reports.
    The conflicting numbers highlight doubts about the accuracy of information supplied by China's government, including world-beating economic growth rates. Some analysts say China's real growth could be less than half the official rate as provincial officials inflate their own economic success to win promotions.
    "China has made progress in improving its statistics, but there's still some way to go," said Xie Xin, a regional economist at Bank of America in Singapore. "Economic performance is a very important criterion for measuring local government performance."
