Partnership Produces TV Show on Child Care for Parents
Helping parents find quality child care is the subject of a television special produced by the City of Sunnyvale in collaboration with KICU TV-36, Choices for Children and De Anza College. The half-hour program has been funded by an $19,000 grant from the Packard Foundation with additional in-kind production support who $80,000 from Channel 36. It will be shown on Channel 36 on Monday, August 18 at 10:00 p.m., and replayed on Sunday, August 24 at 6:30 p.m.
Both the DeAnza College Child Development Department and Choices for Children, a regional resource and referral agency, have provided technical advice for the production in order to assist parents who are seeking child care. In addition, Choices for Children will distribute copies of the videotaped program to libraries, community colleges and other child care resource and referral agencies throughout Santa Clara County. The City of Sunnyvale has coordinated the project as lead agency, and also will replay the program on KSUN, the City's cable television channel.
"The show will focus on three primary elements that are important for parents as they consider their options for providing care for their children," said Nancy Johnson, coordinator of child care issues for the City of Sunnyvale. "Parents will be able to learn about how to select quality child care, understand their child's developmental needs as they relate to child care, and the ways they can communicate effectively with child care providers."

About 31,000 children, 4 years old and younger, were treated in U.S. hospital emergency rooms for injuries at child care/school settings in 1997. CPSC is aware of at least 56 children who have died in child care settings since 1990. In a recent national study , CPSC staff visited a number of child care settings and found that two-thirds of them had one or more potentially serious hazards. Use the safety tips in this checklist (or the published, illustrated version in portable document format, pdf (Texto Español) to help keep young children safe.

  • CRIBS: Make sure cribs meet current national safety standards and are in good condition. Look for a certification safety seal. Older cribs may not meet current standards. Crib slats should be no more than 2 3/8" apart, and mattresses should fit snugly.
    This can prevent strangulation and suffocation associated with older cribs and mattresses that are too small.
  • SOFT BEDDING: Be sure that no pillows, soft bedding, or comforters are used when you put babies to sleep. Babies should be put to sleep on their backs in a crib with a firm, flat mattress.

For the families of 30 million children in America, the search for quality, affordable child care confronts formidable obstacles: a lack of information; fees that stretch family budgets, often to the breaking point; the poor quality of many programs.
The goal of this primer is to help you find quality child care and give you some ideas about what you can do to expand and improve the supply of quality child care for all families.
Why Families Need Quality Child Care
The last 30 years have seen major changes in work and family life. The most striking trend has been the increase in the number of married mothers of young children who are working in full- or part-time jobs. According to Bureau of Labor Statistics (BLS) data, in 1993, 63 percent of children under 18 had either both parents or an only parent in the labor force.
In some two-parent families, parents arrange their work schedules so that one of them is at home while the other is working. All other families rely on relatives, friends, and child care programs to provide a safe place and a stimulating environment for their children while parents are at work or in school.
Parents also enroll their children in child care programs so children can get the social skills and early childhood education they need to grow, learn, and be ready for kindergarten. One out of every three mothers of preschool age children who is not in the labor force uses center-based care.

Quality Child Care: What Parents Can Do At The Center Your Child Attends: Visit during the day. Organize a rotation with other parents. Arrange with employers to get an occasional hour to "drop in." Look for efforts ensuring quality development, such as accreditation by NAEYC, the National Association for the Education of Young Children. Also look for involvement with other agencies that offer training and advocate quality care, including LAEYC – the Louisiana Association for the Education of Young Children – and Child Care Resources. Work to fight the cycle of "low fees = low salaries = low standards." Get involved in fund raising or help out during the day –with snacks, transportation, whatever is best for you. Communicate with the center staff and directors to give yourself insight into the program, to track your child’s development and to ensure a good working relationship with caregivers. Communicate with other parents to create a joint awareness of the child care facility – so that more parents become involved with the center, in an effort to enhance the quality of their service.

Fifty leading U.S. scholars, including Dr. Lawrence Aber, sent a statement to members of Congress on the effects of welfare reform on low-income children. The approach embodied in the recently passed House plan proposes new work participation requirements but provides no significant increase in the work or child care supports needed.
