Opposition parties, which passed the bill despite firm resistance from the governing Alianza Republicana Nacionalista (ARENA), are unlikely to garner enough votes to override the president's veto. The bill, which was passed on Oct. 30, would have pardoned at least 93% of the US$117.6 million in outstanding debts owed by about 75,000 individual farmers and members of agricultural cooperatives (see EcoCentral, ). Given their expulsion, it is highly unlikely that the opposition could muster the 56 votes needed to override the veto. "The president would not have vetoed the bill unless he was convinced that the correlation of forces in the Assembly was in his favor and that the veto would not be overturned," said Arturo Argumedo, an independent deputy who recently split from the PCN. Consequently, opposition parties, including the center- right Partido Democrata Cristiana (PDC), will likely seek a compromise bill with ARENA, which had proposed to pardon between 75% and 85% of the agrarian debt during the Assembly debate. "Since we can't generate the 56 votes needed, it is better to concentrate on writing another bill that at least partially addresses the debt question," said PDC deputy Jorge Barrera. About the Museum New York Transit Museum's Main Facility in Brooklyn Heights Closed for Renovation. Reopening in 2003. The New York Transit Museum, located in a decommissioned subway station in Downtown Brooklyn on the corner of Boerum Place and Schermerhorn Street is closed for renovations. Watch for our re-opening this year. A historic 1936 IND subway station is a perfect setting in many ways for a museum dedicated to mass transit.  But an old subway station has some serious drawbacks for museumgoers and administrators. Now the Museum has the chance to fix them.  The work taking place is complicated, and must be undertaken with care to maintain the historic character of the Museum’s facility and without cutting into precious exhibit space. Renovations include enhanced climate control systems, new fire and safety installations, and improved lighting and electrical systems. There will be a new art gallery and a renovated lecture/media room.  The Education Department will be reconfigured to include a classroom for children’s workshops and a new resource center, computer lab and reference library. A new permanent exhibition on the history of surface transportation, buses and trolleys, will be installed using elements of a New York City intersection, with new interactive exhibits and a display of over 200 trolley models.

General Information
Updated June 21, 2002 On November 30, 2000, then-President Elect Vicente Fox of Mexico proposed a regional development plan to the Presidents of the Central American nations and the Prime Minister of Belize. The presidents of the Inter-American Development Bank (IDB) and the Central American Bank of Economic Integration (CABEI), and the executive secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) were also present and were asked to assist in carrying out the Plan Puebla-Panama. According to the Inter-American Development Bank, the objective of the Plan Puebla-Panama is to "take advantage of the human and ecological riches of the Mesoamerican region within a framework of sustainable development and respect for its ethnic and cultural diversity." The IDB, the UN Economic Commission on Latin America and the Caribbean, and the Central American Economic Integration Bank compose the Plan Puebla-Panama's advisory group, which serves to provide technical support to the Plan's Executive Committee of delegates from each of the participating countries. The project is composed of eight regional initiatives, which seek to "promote integration and foment dialogue between authorities and civil society". During the IDB and Central American Indigenous Council (CICA) sponsored "Workshop Seminar: Analysis of the Indigenous People of the Plan Puebla Panama," on June 5th and 6th 2002, Central American indigenous people and civil society organizations took the opportunity to share their concerns regarding the Plan Puebla Panama (PPP):

Region between Mexico and Panama including present-day Belize, Guatemala, Honduras, El Salvador, Nicaragua, and Costa Rica.
Central American Common Market (CACM)
The CACM was established by the Organization of Central American States under the General Treaty of Central American Economic Integration signed in Managua, Nicaragua, on December 15, 1960. Its members include Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Its original goals included the establishment of a Central American regional free-trade area, a customs union, and the integration of the industrialization efforts of its member countries. Its efforts were curtailed following the 1969 war between El Salvador and Honduras, when the Hondurans reestablished import duties on CACM products. Despite the continued existence of the organization, most intraregional economic relations have been handled on a bilateral basis since 1970.

The colon was pegged by the government at US$1=C2.50 until November 1986, when it was officially devalued to US$1=C5 as part of an overall economic austerity package. A deliberative body made up of elected delegates who are charged with the responsibility of drafting a new constitution and, in some instances, electing a new president. Traditionally, after it has completed its work a Constituent Assembly reverts to a Legislative Assembly (traditional title of Salvadoran legislatures), which then serves as the country's legislative body until the next scheduled elections.

CENTRAL AMERICAN COMMON MARKET
THE CENTRAL AMERICAN COMMON MARKET (CACM), established by Guatemala, Honduras, El Salvador, and Nicaragua (and later joined by Costa Rica) with the signing of the General Treaty of Central American Economic Integration (Tratado General de Integración Económica Centroamericana) in Managua on December 15, 1960, was one of four regional economic integration organizations created during the Latin American export boom of the 1960s. The CACM and the three other Latin American trading blocs, the Latin American Free Trade Area, the Caribbean Free Trade Association (Carifta), and the Andean Group, were generally alike in their initial endorsement of regional integration behind temporary protectionist barriers as a way to continue import-substitution industrialization (ISIsee Glossary). In order to overcome the limitations of single-country ISI, ECLAC proposed to expand the "local" market by means of common markets among like groups of countries. A common external tariff (CET) would allow nascent industries to develop by protecting local manufacturers from extraregional competition. The ECLAC approach was advanced and widely accepted throughout the Western Hemisphere as an alternative to both the liberal export-led growth model and the previous single-country ISI approach. In practice, however, elements of all three models coexisted uneasily in most Latin American economies until the mid- 1980s.

Coaching Licence course kicks off 2003 CONCACAF Development Program
- Forty-two coaches from seventeen CONCACAF member countries will participate in the prestigious England F.A. International Coaching Licence Course scheduled to begin on Thursday 13 March at the Dr. João Havelange Centre of Excellence in Macoya, Trinidad.
This will be the second successive year that the course will be staged at the Centre of Excellence and two top F.A instructors, Michael Hennigan and Steve Rutter, will be conducting the programme. The F.A International Coaching Licence Course is the equivalent of the UEFA "B" Licence and is a pre-requisite for the world-renowned UEFA "A" Licence.

    Educator and diplomat Luigi R. Einaudi became OAS Assistant Secretary General in July 2000, having been elected to the post during the 30 th regular session of the OAS General Assembly, held in Windsor, Canada. Ambassador Einaudi received awards from Presidents Jimmy Carter, Ronald Reagan and George Bush, as well as Secretaries of State Henry Kissinger and Madeleine Albright. He also received the 1997 Frasure Award for peace-making and seven other medal citations from the Departments of State and Defense. In February 1999 the presidents of Ecuador and Peru personally decorated Ambassador Einaudi for his role in bringing peace to their countries. Dr. Einaudi earned AB (1957) and Ph.D. (1966) degrees at Harvard university. From 1964 to 1974, he conducted research in the social sciences at the RAND Corporation in Santa Monica, California. He has taught at Harvard, Wesleyan, UCLA and Georgetown universities, and lectured widely in the United States, Latin America and Europe.
