After the first European study tours in 1998 and 1999, Advocates determined that encouraging teams of four or more people from a single state to participate in the study tours would be the most effective way to build support for Rights. Respect. Responsibility. (3Rs). Since then, teams that participated in study tours have been working energetically in California and Oregon. In fact, Planned Parenthood of Southwestern Oregon and the California team are Advocates' first state-based partners in the 3Rs Campaign California Adapting the 3Rs to a state environment was a major goal of Advocates' 2000 European study tour. " Why can't I just build . . . " One of the overriding concerns of government is to protect the health, safety, and general welfare of the community. Building permits assure the community that applicable structural, mechanical, electrical, plumbing, or fire codes have been checked and that the construction has been inspected. Without building permits, you may endanger yourself, your family, or the subsequent user of the structure. Even if you are knowledgeable in the construction trades, what assurance does the buyer of that structure have that the job was built correctly and inspected unless the City has a record of it? Lending institutions often ask for this type of information to protect the value of their real estate loans. Planning permits (site development plan approval) may be required for certain projects. This site answers the question "What is an Earthquake Fault Zone?" and provides a guide for determining if a property lies within an Earthquake Fault Zone. The Natural Hazards Disclosure Act, effective June 1, 1998 (as amended June 9, 1998), requires that sellers of real property and their agents provide prospective buyers with a "Natural Hazard Disclosure Statement" when the property being sold lies within one or more state-mapped hazard areas, including an Earthquake Fault Zone.

LACK OF NEEDLE EXCHANGE PROGRAMS MAY HAVE PERMITTED 10,000 PREVENTABLE HIV INFECTIONS IN THE U.S, SAYS UCSF STUDY
Needle exchange programs could have prevented nearly 10,000 HIV infections among injecting drug users, their sex partners and their children in the United States since 1987, according to a University of California San Francisco study published in the March 1 issue of the medical journal The Lancet Expanding the Lancet study data, the authors reported today (March 3) specific data for 16 of the largest cities in the United States, estimating that the number of preventable infections range from 2,308 in New York City to 14 in Gary, Ind., for 1987-95. Treatment costs related to these infection rates are calculated at $128,417,120 for New York City and $778,960 for Gary. Estimates of preventable HIV infection for other U.S. cities are Atlanta, 186; Baltimore, 499; Boston, 182; Chicago, 561; Dallas, 39; Detroit, 152; Houston, 260; Los Angeles, 95; Miami, 297; Newark, NJ, 397; Philadelphia, 641; San Juan, PR, 315; Seattle, 48; and Washington, DC, 646. If needle exchange programs (NEPs) were established now, study co-authors say an additional 11,300 HIV infections could be prevented in the United States by the year 2000.

The series documents the current socioeconomic, educational, and demographic status of ethnic and racial minority populations in California. California has 58 counties, 475 incorporated cities and more than 1,100 school and community college districts. Every year these jurisdictions hold elections to select county supervisors, city council members, school board trustees and other elective offices as well as deciding the fate of hundreds of ballot measures. The outcomes of these elections affect millions of Californians while also creating an invaluable source of information. But with the sheer number of local jurisdictions in California, the task of monitoring local elections is nearly impossible for individuals. The California Elections Data Archive or CEDA is a unique resource as it is the only place in California where scholars and students, journalists and activists, citizens and public agencies can access a statewide database of local election results. CEDA is a joint project of the Center for California Studies, the Institute for Social Research, both of California State University, Sacramento and the office of the California Secretary of State.

MARCH IS RED LIGHT RUNNING AWARENESS MONTH IN ARIZONA Governor Janet Napolitano has issued a proclamation declaring March as Red Light Running Awareness Month in Arizona. This is the fifth year in which the Red Means Stop Coalition and various public and private entities have engaged in programs to make the public aware of the fact that Arizona continues to have one of the worst records in the nation for fatalities caused by red light running crashes. In 2002, there were more than 6,100 injuries from red light crashes and 42 fatalities. The State Farm Insurance Co., John C. Lincoln Health Network and Belo Marketing Soutions (KTVK Channel 3) have joined with the RMSC to promote awareness of this serious problem and to attempt to get the attention of motorists to slow down and obey all traffic laws.
