Ratification and Implementation Status: The ratification bill is on the agenda of the next parliamentary session (beginning in September 2002), and there are indications that Burundi intends to ratify promptly.
At a recent conference, Burundian officials emphasized that prompt ratification of the Rome Statute would send a clear message against the culture of impunity that prevailed in Burundi over the last decade.
An inter-ministerial committee of experts on the ICC concluded its work and recommended that Burundi ratify the Rome Statute, while opting out of war crimes jurisdiction under Article 124.

Belgium granted League of Nations mandate to administer Ruanda-Urundi. - Influx of Tutsi refugees from Rwanda following ethnic violence there.     Swahili Daily Explains Burundi's Civil War to Tanzanians

    Ethnic wars lead to the indiscriminate loss of life, regardless of where they are. In Burundi, ethnic wars have been consuming the small country composed of two major ethnic groups since the days when it was under the colonial rule of Germany and France.
    The ethnic groups in Burundi are the Hutus and the Tutsis. Both groups are referred to as Burundians and speak the local Kirundi dialect. The two groups’ cultural mores are not markedly different. They use common names such as Nyandwi, Minani, Nyabenda, Buchumi, Misago, Sengiyumva, Nyangoma, and Hungu. Yet despite these similarities, there are differences between the two groups that seem irreconcilable.
    Most Hutus in the Great Lakes region trace their origin to Burundi. In their facial features, language, and culture, they have close similarities to the Waha people of Kigoma, in southern Tanzania. They work hard to survive and traditionally have not held large amounts of wealth or livestock.

    Economics of Rwanda
    Rwanda is one of the most densely populated countries in the world. Consisting of only [10,169] square miles,...smaller than the state of Maryland, Rwanda contains 7.5 million people (1991)...Rwanda, known as the 'Little Switzerland of Africa,' is also one of the world's five poorest countries, with about 95% of the population barely managing to survive on small farm lots called shambas, of about two and one half acres each. Terracing techniques are relied upon to utilize nearly all of the available land for cultivation. However, even with such stringent escarpment devices, the population is living above the carrying capacity of the terrain. Each year another 23,000 families will need new land plots to grow their food and support their livestock. (Fossey, 1983) Rwanda's population density, which is the highest in sub-Saharan Africa, is 332 people per square kilometer (128 people per square mile). Besides the capital of Kigali, few urban centers exist in this countrymost families live in self-contained compounds. Since independence from Belgium, Rwanda's GDP has grown almost 6% per year. This has been offset, however, by the country's rapidly growing population. Consequently, annual per capita income is approximately $200.

    The destiny of the African continent with its condition of poverty and abandonment is at the center of the concerns of the Community and its humanitarian and peacemaking initiatives. The commitment in Mozambique also marked the beginning of the first communities in that country. Over the years many Communities of Sant'Egidio have grown in many other parts of the continent, totally composed of Africans, which represent a network of fraternity in a context of great poverty. Each African community, although composed of persons who are not well off, is committed to the service of those who are most poor. Numerous and important services arose, to the youth of the shantytowns, in African prisons, among the street children, and among the adults of the slums of big African cities. The communities also intervene in response to natural disasters, as was the case with the floods in Mozambique, hurricane Mitch, and earthquakes in Central America.
    School of Peace in Mozambique Young workers, university students, managers and African professionals, in the spirit of the Community, become the protagonists of a new society which responds with commitment and friendship to pessimism and resignation. Interpreter of the hope for peace and justice of many Africans, Sant'Egidio offers itself as a concrete alternative to the fragmentation and ethnicization (becoming ethinically divided)of societies, out of the prospect of a rebirth of civil society through the communication of the respect for civil rights and for the culture of solidarity and peace and of its effective and tangible realization by Africans themselves.
