Under Ottoman rule (16th century to 20th century), Turkish and Greek Orthodox stories and myths played an important part in Albanian folklore. Tales were passed down through the generations in the form of heroic songs, legends, and epics. This oral tradition helped the native language and national identity survive until written texts emerged. The oldest known document in the Albanian language dates to 1462. In the late 19th century, under Ottoman rule, the brothers Naim and Sami Frasheri developed an underground Albanian literature by combining linguistic purity and patriotism. The government has made a conscious effort to encourage and preserve the nation's rich folk life. There are some 4,300 cultural institutions of various sorts in the country. The National Library, as well as the State Choir and the Opera and Ballet Theatre, are located in Tiranë. Albania's best-known writer is Ismail Kadare, a novelist and poet whose writings have been translated into some 30 foreign languages. Cultural development in general, however, has been handicapped by restrictions on freedom. Under more than four decades of communist rule, the government imposed strict censorship on the press, publications, and the performing arts, and these restrictions were not eased until as recently as 1990.

Literature Art and Architecture Painting in Albania was strongly influenced by Byzantine art in the Middle Ages (5th century to 15th century), although by the end of the early Renaissance (15th century to 17th century) Italian influence was strong. The painting of icons (religious symbols) grew as a form of both public, or displayed, art and folk art. The style of icon painting, created in the mid-18th century, remained virtually unchanged through the early 20th century. Notable Albanian artists of the 20th century include Vangjush Mijo and Androniqi Zenge, both of whom are credited with introducing Western-style impressionism to Albania in the mid-1930s. Odhise Paskal, another 20th-century artist, sculpted Albanian heroes. Folk arts today include clothing decorated with delicate silver ornaments, wood-crafted items for the home, and woolen rugs. The oldest architectural monuments in Albania date from the 1st millennium BC and were constructed by the Illyrians. From the middle of the 1st millennium BC through the middle of the 1st millennium AD, the Greeks and Romans who occupied Albania built structures still visible in urban and rural landscapes. In the Middle Ages, Christian religious architecture emerged in Albania’s Christian north while Islamic and Turkish-style architecture emerged in the south. Until the mid-20th century, most Albanian cities were dominated by two-story stone residences with tiled roofs. In wooded regions, houses were made of boards rather than stone; in coastal regions, they were clay, adobe, or reed with coatings of clay. ART-CULTURE PROGRAM The art-culture program during the year 2000 supported the initiatives that aimed at the creation of alternative cultural sites as well as the development of independent cultural structures. Support was given to important national and international events, aiming at the same time at an efficient circulation of cultural and artistic values. The events in various districts of the country were a priority in terms of the circulation of values. A series of projects gave prioritized support to the participation of the young in the country’s artistic and cultural life, as well as to their further training and TRAINING. (May be purchased from Rexh Xhakli, 3235 Grand Concourse, Bronx, NY 10468. $10) Reviewed by Dr. Arben Kallamata 1992 Neiman Fellow at Harvard University and 1994 Fulbright Scholar at Boston University Albania is a nation rich in history but, regrettably, not in historians. Over the last two centuries, Albanians under the Ottoman Empire were forced to maintain a low profile while a more modern Albanian culture was beginning to take shape. The role of Albanian historian was first assumed by writers, patriots, and important nationalistic figures such as Naim Frasheri and Fan Noli who each wrote versions of the history of Skanderbeg, Albania's 14th century folkhero, to revive the patriotic spirit in Albanians and to remind the world of just how much Western civilization owed to that small nation. It was only in the past five decades that certain attempts were undertaken to develop an historical synthesis of Albania but even these activities were greatly controlled by the rigid isolationist policy of the former communist government. However, there is another side to this saga derived by seeing Albanians through the eyes of foreigners and that is the author's overemphasis of Albanians as superb fighting machines at the expense of their other noble qualities. It certainly cannot be denied that Albanians have always distinguished themselves as a brave and courageous race and as a people forced by history to preserve their fighting spirit and to keep their arms handy for their own self-preservation.

THE FROSINA FOUNDATION FORMED IN BOSTON TO ASSIST ALBANIAN EMIGRES TO AMERICA Ad Agency Prexy Closed Shop after 33 Years to Head New Organization The Frosina Foundation, Inc., a non-profit, charitable organization, was recently formed in Boston, Massachusetts by Albanian-American advertising executive, Van Christo, for the purpose of providing assistance and counsel to persons of Albanian origin arriving in the USA from Albania, the Kosova region of Serbia, the former Yugoslav Republic of Macedonia, Montenegro, and other countries of Europe having significant Albanian populations. After almost 50 years under the most repressive communist government in Europe, Albania finally achieved democracy in 1992 with the election as President of Dr. Sali Berisha who was then-head of Albania's newly-formed Democratic Party. Travel restrictions outside of Albania were soon eased, and the first Albanians began arriving in the USA almost immediately. Many emigres had discovered that they held American derivative citizenship so they were eager to secure American passports in order to assume residence in the USA. However, because of the sudden influx of Albanians to America and the small size of the resident Albanian-American population, the new emigres found there were no institutions in place anywhere that were prepared or equipped to offer them assistance. To fill that vital need, Christo formed The Frosina Foundation which he named after his late mother who was, herself, an Albanian immigrant to the USA.

THE IRISH TIMES WORLD Thursday, June 18, 1998 Albanian students get more radical Students are now more concerned about Kosovo's independence than on their university rooms, Mark Brennock reports from Pristina As violence continues throughout Kosovo, Lulezon (24) is about to sit his final exams in computer science and telecommunications. However, as one of Kosovo's ethnic Albanians who make up 90 per cent of the province's population, his university education has been far from ordinary. As large parts of Pristina's official university campus lay idle, Lulezon has been attending lectures in private houses in the town for the past three years. In 1991 up to 1,000 Albanian professors and teaching assistants, 200 administrative workers and 27,000 students were forcibly expelled from the university buildings by Serbian police. The same happened in schools. Their offence had been to continue teaching and studying through the Albanian language, ignoring Serbian President Milosevic's 1991 edict that from then on teaching at the university would be conducted in SerboCroat (they call it Serbian since the break-up of Yugoslavia). Constantly alarmed by the massive Albanian majority in his southern province, Mr Milosevic sought to advance Serbian culture there and repress the Albanian culture as much as possible.

It was also a signal from the powers that be that individual initiative can be very threatening and may not be rewarded. 31-year-old Muka—a well-known activist, curator and contemporary art teacher at Tirana's Fine Arts Academy—is credited with invigorating art in post-Communist Albania. Under Muka, the ICC, or "Pyramid," developed as a high-energy environment that entertained and educated the public with a constant array of exhibitions and arts performances, many of which were international in scale. In Muka's absence, the center may lose the financial support for its USD 100,000 Soros-funded Mediatheque, slated to open this January, and it will most likely lose its international reknown, the very lifeblood, along with funding, of an international contemporary institution in a transitional society such as Albania.

In answer to Albanian concerns about upcoming local elections, the Council came out in support of the electoral law passed by the leftist parliamentary majority and is calling on all political parties to accept the election results. The law has been rejected by most of the opposition parties. Democratic Party Reform Group (DPRG) member of parliament Genc Pollo praised the CE monitors' report while voicing some objections about the electoral law, but Vili Minarolli, a representative of Sali Berisha's Democratic Party, expressed stronger objections on points that had not been considered by the CE. The Council's report also praised the progress made by Albania despite the grave economic and social crisis of 1997, brought about by the collapse of massive pyramid schemes and by the Kosovo crisis of 1999. According to the CE, Albania has managed to establish state authority over the entire country. At the same time, the council called on Albanian authorities to prove to the international community that they are doing their best to find and bring to justice those responsible for the murder of Democratic Party Deputy Azem Hajdari.
