Product Description
The Governance of World Trade focuses on the roles, influence and impacts of the so-called ‘GATT operatives’ or WTO practitioners. It is widely assumed that they have little influence on decisions and policies made, but, according to the authors, the GATT/WTO Secretariat has played an active role in promoting multilateral cooperation.

This unique study of the internal operation of the GATT/WTO argues that the invisible yet indispensable international civil servants are the permanent machinery within the institution. They have, the authors ascertain, an important coordinating function and act according to a specific scale of values that transcend those of individual states, providing the continuity and the cement, the credibility and the connection among self-interest-driven states. The book concludes that as one of the most ‘democratic’ international organizations, operating on the principle of consensus, the WTO needs a creative Secretariat as a necessary condition for multilateral cooperation to work.

Using case studies to analyze the workings of Secretariat officials in trade negotiations, and the influence and role of international civil servants, this book will be a fascinating read for a wide ranging audience including: political scientists and economists, international civil servants, think tanks, NGOs, and Government agencies. ... Product Description
Since World War II OECD countries have increasingly used taxation to achieve a variety of economic policy objectives of which stimulating economic activity and employment are usually the most important. The tax system is also used to create a favourable climate for investment, to spur business innovation and to promote long-term sustainable environmental policy. More recently, policies have focused on stimulating child care and encouraging citizens to work for longer. This book discusses the effects of taxation on the economy and its development. It aims to provide the reader with the necessary empirical information, while at the same time presenting an overview of the latest theory. In doing so, it touches on many relevant policy issues. Product Description
Commissioned in 1932 by the BBC, Elgar's Third Symphony was fragmentary and disorganized when he died two years later. He had despairingly asked for the sketches to be destroyed, ordering that "no one must tinker with it", but he continued to talk about the symphony and, shortly after his death, his friend W.H. Reed published many of the sketches in facsimile, allowing a glimpse of the composer's final thoughts. This meant that the published sketches would eventually come out of copyright, allowing anyone to "tinker with it". Before this could happen, Elgar's family asked composer Anthony Payne to make a full-length realization of the work. The result, first performed in February 1998, is presented in this book. ... 5-0 out of 5 stars The author tells how he produced Elgar/Payne Symphony No. 3.
When Edward Elgar died in 1934, he left behind 130 pages of sketches for his uncompleted Third Symphony. In the 65 years since, musicologists have often disagreed about the musical value of the sketches. Did they showElgar breaking new ground as a composer, or were they merely a reworking ofold themes in ways that showed Elgar in decline?

At the request ofElgar's heirs, British composer Anthony Payne has produced an"elaboration" ofElgar's final musical thoughts. This is not a"completion" of the work; only Elgar could have done that. It isa way of presenting Elgar's ideas in full orchestral dress, while also adding some developmental and transitional passages that were missing fromthe sketches.

The resulting work, "Elgar/Payne Symphony No. 3,"was a great success when it was premiered in the UK and released on CDearly in 1998. The work received its US premiere in Philadelphia inNovember of 1998 and will be performed during 1999 in New York, Washingtonand Chicago. More than 60 other performances have been scheduled around theworld.

In this book, Payne describes how he fell in love with this musicand worked with it over a period of years to create afinished work. Thisis essential reading for Elgarians, but it will also fascinate anyone whohas ever wanted to look over a composer's shoulder and see how a symphoniccomposition is created. ... Read more

Product Description
Throughout his career, Elgar sought confidants in the publishing world, and when he found someone to whom he could open his heart, the letters that followed were among the most arresting ever written on the creative life. In this comprehensive collection, Jerrold Northrop Moore has gathered every letter of importance between Elgar and his publishers, including for the first time the correspondence between Elgar and his finest friend, the publishing manager of Novello, A.J. Jaeger--"Nimrod" of the "Enigma" Variations--as well as the letters Elgar wrote to Alfred Littleton, the chairman of Novello, to Keith Prowse, his final publisher, and to many others. These letters reach far back into the creative process, often to the formation of ideas and projects, providing a rare record of the vital relationship between a composer and his publisher. ... Product Description
This is the final book in the series on orchestral conducting that Norman Del Mar had been writing until his death in February 1994.As with the previous books, each chapter is devoted to a specific work, and once again all the major orchestral works of this important composer are covered. The book culminates in an important study of The Dream of Gerontius completed by his son Jonathan, himself a conductor.

Norman Del Mar was renowned in his generation as an interpreter of English music and in particular for his understanding of Elgar's music. His explanations of the subtleties of guiding an orchestra through these magnificent scores are an invaluable help to all those who seek to clarify this elusive music.Elgar's own recordings are frequently consulted but not always accepted. ... 5-0 out of 5 stars A maestro shares his secrets.
When you hear an orchestra play, how much is dictated by the score, and how much depends on the conductor?

Norman Del Mar's outstanding series of books about conducting reveals the many decisions a conductor makes abouttempo, phrasing, tone color, attack and orchestral balance. After earlierbooks about Beethoven, Berlioz, and Brahms, CONDUCTING ELGAR explores themusic of this Late Romantic composer, whose Enigma Variations and CelloConcerto are among the most popular works in the repertory.

Elgar'sscores are known for their elaborate instructions, but, in many matters, there is wide latitude for interpretation, as Elgar's own recordings show.Drawing on decades of experience as one of Britain's leading conductors,Del Mar offers a page by page--often bar by bar--discussion of 14 Elgarscores, including The Dream of Gerontius.

Del Mar explains, for example, why parts of the opening Allegro of the Violin Concerto, marked"quarter note = 100" in the score, require tempos as slow as 80and as fast as 112. He suggests ways of using rubato to give proper shapeto such famous Elgar melodies as the great long tune of the FirstSymphony's Adagio and "Nimrod" of the Enigma Variations. He isequally good with Elgar's choral writing, devoting a full nine pages to adescription of how to handle the complex counterpoint and other challengesofthe "Praise to the Holiest" choruses in Gerontius.

Thisbook will be very useful to conductors and musicians, but listeners willenjoy it too. It is clearly and gracefully written, and anyone with aknowledge of basic musical terms will have little trouble understanding it.In greater detail than any other author I know, Del Mar tells how musiciansturn notes into music. ...
