You wouldn't have to ask that they or the American people enlist for the long march or develop a newfound passion for fairness. Don't misunderstand me; I do think there are fairness issues about the tax code. This tax cut proposal is skewed to the more affluent segments of society. I think the estate tax does present issues of fairness, though not the ones President Bush is arguing. With already scheduled increases in exemptions, this is not primarily about farmers or small businesses any more. What the country would lose by repealing the estate tax the limit on the accumulation of inherited wealth and the incentive for the super-rich to channel some of their wealth to institutions far outweighs what we would gain. And the tax-rate reductions proposed seem to be skewed to those of us who are better off and not to those who need it most. You have to look at both the income tax structure and the weight of the Social Security tax to figure out who most needs relief. The Social Security tax increases put in place over the last 20 years have made it the most important tax many young people and low-income people pay. Those paying the highest marginal rates, meanwhile, have had one of their best decades ever.
