Such decisionmaking in the Internet space should be based upon a solid foundation of reliable metrics and statistics. Internet policy debates would be vastly more productive given that foundation. A recent report on broadband noted that "high-speed connections to the Internet increased 27% during the first half of 2002 for a total of 16.2 million lines in service."
