People who believe that getting along with one's peer group and avoiding harmful competition where some child might come in second will obviously disapprove of rigorous academic standards based on knowledge and achievement. Now comes a new group which has completed a thorough assessment of history, geography, math and science standards in the states. It's called the Thomas B. Fordham Foundation. The most familiar names among its trustees are Chester Finn Jr., Diane Ravitch, and Bruno Manno. All three are nationally-known leaders in the cause of no-nonsense, academically challenging content standards. They and many other Americans have long been alarmed that barely a quarter of our high school seniors are considered proficient in history, only one in ten is proficient in geography, and of 21 countries tested by the international TIMSS study released in February U.S. high school seniors rated 19th in math and 16th in science. The Fordham team reviewed mathematics standards in 46 states for clarity, content, reason, and absence of false doctrine. Their disappointing conclusion: "on the whole, the nation flunks." Here Vermont rated a C, and a 16th in the nation ranking. The report gave Vermont a generally good rating for its elementary standards, but poor reviews for the high school level. The geography group looked for "clear, specific, assessable state standards that establish high expectations for student mastery of essential geography knowledge and skills..." Each state's standards were tested for clarity, specificity, balance, use of active verbs, benchmarks for progress, and guidance to teachers.

Northern Siberia provided more than half the world's supply of ivory, many piano keys and many billiard balls being made from the fossil tusks of mammoths. In 1797 the body of a mammoth, with flesh, skin, and hair, was found in northeastern Siberia. The flesh had the appearance of freshly frozen beef; it was edible, and wolves and sled dogs fed on it without harm. The ground must have been frozen ever since the day of their entombment; had it not been frozen, the bodies of the mammoths would have putrefied in a single summer, but they remained unspoiled for some thousands of years. In some mammoths, when discovered, even the eyeballs were still preserved. (All) this shows that the cold became suddenly extreme .. and knew no relenting afterward. In the stomachs and between the teeth of the mammoths were found plants and grasses that do not grow now in northern Siberia .. (but are) .. now found in southern Siberia. Microscopic examination of the skin showed red blood corpuscles, which was proof not only of a sudden death, but that the death was due to suffocation either by gases or water. As we have stated, the Atlantic will widen and the Pacific will shorten. Where the Pacific effect will cause sudden and violent subduction of several plates, which are already subducting, in the Atlantic the effect will be the opposite. A gulf will appear, with plates torn apart and the softer magma under the plates exposed to the cold Atlantic water. Where this will harden the magma, and establish new plate surface, there will be less support for the abridging plates, those that attach however remotely to the shorelines of the Americas, Europe, and Africa. These non-supported plates will sink, somewhat, bringing their formerly above-water land masses down under the water in many places. As an instance, Europe and in particular the western islands of Britain and Ireland will find itself more affected than some other parts of the globe.

Few major overland routes extend inland from this coast, and interior cities are generally smaller than those along the ocean. Ocean transportation can easily bypass the region, putting it in a transportation shadow that has produced slow regional economic growth and even stagnation. THE PHYSICAL ENVIRONMENT Much of the Bypassed East is beautiful. The Presidential Range in the White Mountains of New Hampshire contains some of the most rugged topography in the eastern United States. The extensive shoreline thrusts out into the Atlantic and meets the ocean's waves with a heavily indented coast that mixes dramatic headlands with many small coves bordered by rocky beaches. Large empty areas, almost totally lacking in settlement, are only hours away from some of the largest cities on the continent. Most of the Bypassed East is a part of the northeastern extension of the Appalachian Uplands. However, the structure of the area bears little surface resemblance to the clearly delineated ridge and valley system of the southern Appalachians.
