Dorta delivered this statement regarding teacher licensure and the Williamstown "volunteer teacher" controversy at a news conference on December 3, 1999: Such significant silence is damaging. Regulations without proper enforcement are worthless. In fact, they are worse than nothing at all, since they only can breed cynicism about the quality of public education. How does the public and the education community take seriously other state initiatives aimed at increased accountability and school improvement when a basic quality assurance provision such as proper teacher licensing can be so cavalierly disregarded? State Laws And Regulations scrambling to reform their education system, the a perspective on homeschooling, laws, and regulations. http://www.home-ed-magazine.com/HSRSC/hsrsc_lws.rgs.html
Extractions: BEFORE GOING FURTHER The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully. There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Riley today awarded Vermont authority to waive federal education rules and regulations that get in the way of community efforts to improve teaching and learning. Statewide, school district and individual school waivers designed to cut red tape are available under the new "EdFlex" partnership between Vermont and the U.S. Department of Education. This break with the old top-down approach to government was made possible by the Goals 2000: Educate America Act. It is designed to promote and support state and community efforts to help students learn the basics and core subjects to high standards. "The EdFlex program is a striking example of new partnerships the Clinton administration is forming with states and communities to help raise academic standards and improve discipline in our schools. Vermont has demonstrated its commitment to providing flexibility, accountability and effective innovation in order to improve teaching and learning," Riley said.

In addition to the nine appointed members, there are two regional representatives from each region, one designated by the regional development corporation and one by the regional planning commission. The regional representatives are non-voting members. The council is staffed by an executive director and an administrative staff who are "attached" to the Vermont Department of Economic Development for administrative support. The Council was originally created as part of the Economic Recovery Act of 1993 as a forum for the government and the private sector to work together in the public interest to create economic development plans for a diverse, sustainable economy for Vermont. The legislation identified nine broad policy areas and asked for recommendations to the governor and general assembly for implementing the state's economic planning agenda. With the input of the public, non-profits, the business community, and state government, the Council periodically updates the long-range economic plan entitled " A Plan for a Decade of Progress ." The Council is currently working on the next update which is expected to be ready in December, 2002.
