Libby Sternberg, executive director: MAILTO:LSternberg@aol.com STATE NEWS... SOME CHARTER COMMITTEE MEMBERS FEAR COMPETITION Today, the state's charter school study committee met for the second time, and on the agenda were a slate of speakers addressing various aspects of charter school legislation and management. But one theme seemed to bother some members of the committee during the morning session - and that was the possibility that charter schools could introduce an element of competition into the education marketplace. First on the agenda were three speakers coordinated by Vermonters for Better Education (the sponsor of this newsletter): Art Woolf, an economist with Northern Economic Consulting, Inc. and former economic adviser to Governor Kunin; Jeanne Allen, president of the pro-charter-school Center for Education Reform; and Lyle Skillen, charter school liaison for the Arizona Department of Education.

Libby Sternberg, executive director: LSternberg@aol.com WILL VERMONT FULLY COMPLY WITH NCLB? Although new regulations in the No Child Left Behind (NCLB) Act call for districts with schools on the "Title I Schools Needing Improvement" list to offer public school choice, there appears to be some question as to whether all of Vermont's six such schools will comply. The new regulations state that districts with only one school "must, to the extent practicable, work with other districts in the area to establish a cooperative agreement that would allow inter-district choice."

Extractions: Home Who We Are Opportunities for Educators Advice for Parents ... Support for Kids Vermont-NEA President Angelo Dorta delivered these remarks at a news conference October 24, 1996 at the Vermont-NEA Convention... The 145th Annual Vermont-NEA Educators' Convention is an occasion for celebrating the tremendous professionalism and the tireless dedication of our teachers and school support staff from Bennington to Richford, from St. Albans to St. Johnsbury. And there are many achievements to celebrate: The number of Vermont high school students taking a core curriculum of four years of English, and three years each of math, science, and social studies has more than tripled since 1982. Vermont's high school completion rate has remained steady for the past 10 years at about 85 percent despite profound changes in family structure, work, and general society. By contrast, in the 50s, nearly half of all high school students quit before graduating. Most handicapped and disabled Vermont students were taught at home or in institutions, rather than experiencing the equal education opportunities that exist today in Vermont's very inclusive public school classrooms. More than 50 percent of Vermont students continue with post-secondary education, over 20 percent more than three decades ago.

Successful Completion Of Approved Program were developed by program faculty to meet the VT State Department of education regulations. They were then reviewed and approved by the vermont Standards Board http://www.uvm.edu/~cess/stservices/licensing/programcomplete.html
Extractions: Successful Completion of Approved Program What is an approved program? The Teacher Education programs were developed by program faculty to meet the VT State Department of Education Regulations. They were then reviewed and approved by the Vermont Standards Board for Professional Educators (VSBPE) as meeting the State Regulations. What is meant by successfully completed? Successful completion of your program includes earning a minimum grade of B in your teaching internship, completing all program requirements (including the portfolio), earning an overall GPA of 3.0 or above, and receiving a positive recommendation from your UVM supervisor with written input by your cooperating teacher . As PRAXIS becomes an integral part of the teacher education programs, passing PRAXIS will be considered part of "successful completion" of your program. Who determines what must be included in my portfolio? Ultimately, it is your responsibility to determine the work that will be included to demonstrate your competence and growth as a beginning professional educator. However, as you create a very personalized portfolio, it must also meet the criteria established by your program and by the Vermont Standards Board of Professional Educators. Program faculty provide students with materials to guide you through the process of creating a portfolio as an integral part of your program. This portfolio fulfills program specific requirements as well as those established by the Vermont Standards Board for Professional Educators as listed in the Results Oriented Program Approval process (ROPA-Revised) and titled Level I Teaching Licensure Portfolio. You must directly address the Five Standards for Vermont Educators (1. LEARNING; 2. PROFESSIONAL KNOWLEDGE; 3. COLLEAGUESHIP; 4. ADVOCACY; 5. ACCOUNTABILITY) as listed in the
