Increasingly, that image comes not from PTAs, but from "PTOs" or Parent Teacher Organizations, independent parent groups that choose to organize at schools without any affiliation to the national Parent Teacher Association. Why the change? Parent activists are finding an increasing divide between the purposes of their state and national PTA leaders and their own objectives. And they're therefore withdrawing their memberships and forming PTOs. Since 1966, PTA membership has dropped from 12 million to 6.6 million, even as student enrollment has risen from 31 million to 52 million. In response to budgetary cutbacks, the PTA raised its dues a few years ago and 400,000 members dropped their membership. This spring, parents in 22 school districts in Utah dropped out. In some states, PTA membership has dropped as low as six percent. Two reasons for these departures seem to dominate, and the national PTA appears unwilling to address either.

Illinois Superintendent of Schools Dr. Glenn McGee remembered a day earlier in his career when he made the mistake of referring to parent groups as PTOs. Almost on cue, the crowd of 1,500 or so PTAers roared their disapproval. Loud boos echoed through the cavernous meeting hall. He may as well have said that he hated the Cubs, the White Sox, the Bulls, and the Bears. Why the strong emotions? Are PTOs hurting kids or doing something wrong? While no PTA defenders go that far, there is a subtle but undeniable implication that those groups that arent part of the PTA are in some way choosing to abandon the cause of children. For some groups, the PTO vs. PTA debate is simply a matter of dollars and cents (either we dont want to send any money out of our school or are we getting enough service for the money we send out of our school?). For others, though, the debate takes on a significantly increased importance. If we dont speak for all children, then who will? the PTAs most loyal defenders often ask. Independence vs. Affiliation

Extractions: CHAPTER NINE RESOURCES Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? In a word, they did everything . While we collected questionnaire information on a number of typical sources of funds (see below), schools provided literally dozens of interesting examples of how to approach fundraising. Some fostered and rewarded grantsmanship among their faculty; others developed alliances with community groups; and still others were able to steer traditional educational funding vehicles into more direct support of technology. Many schools identified non-monetary in-kind resources such as volunteers, bartering relationships, and corporate contributions of hardware and software. The best schools (from a resource acquisition perspective) had fairly elaborate strategies and tactics that combined all of these elements. One of the areas we focused particular attention on was how schools make effective use of Federal or state technology grant programs. This is an area where there is much opportunity for creative and effective public policy, as well as for some dreadful mistakes.
