The license will allow the state to use GIS software with every instructional computer in all of Utah's K-12 schools . Specifically, Utah has licensed ArcView for Windows as well as Macintosh, ArcView Image Analysis extension for Windows (from ERDAS/Leica Geosystems), and the ArcAtlas data set. The data layers in ArcAtlas provide information on political boundaries, population density, natural landscapes, transportation networks, elevation zones, bioclimatic soils, earthquakes and faults, vegetation, and precipitation. "This is much bigger than just technology education," said Melvin Robinson, technology education specialist at the Utah State Office of Education (USOE). "GIS as a research tool is something that should be used by all curricular areas across the whole gamut of education." The contract makes Utah the third U.S. state to implement GIS for use in all of its schools. Montana announced its statewide instructional license in November 2000, followed by South Dakota in July 2002.

Through active participation with Junior Engineering (USUÂ’s mobile science program), we have expanded our offerings as well as theirs. SWE volunteers visited seven K-12 schools in Cache Valley and one in Southern California with these modules and those developed in 1999-2000, providing over 1500 contact hours for nearly 700 children, about 2/3 of them girls and/or ethnic minorities. We expanded our teacher lending resource library of all equipment used in our outreach program and collaborated with Junior Engineering in the delivery of science projects to schools in need. Our final project for the school year, a Girl Scout Engineering Day, was a tremendous success, among our most fun projects so far and certain to be repeated in following years.
