Social pacts – policy agreements between governments, labor unions and sometimes employer organizations – began to emerge in many countries in the 1980s. The most common explanations for social pacts tend to focus on economic factors, influenced by industrial relations institutions such as highly coordinated collective bargaining. This book presents, and tests, an alternative and complementary explanation highlighting the electoral calculations made by political parties in choosing pacts.

Using a dataset covering 16 European countries for the years 1980-2006, as well as eight in-depth country case studies, the authors argue that governments’ choice of social pacts or legislation is less influenced by economic problems, but is strongly influenced by electoral competition. Social pacts will be attractive when party leaders perceive them to be helpful in reducing the potential electoral costs of economic adjustment and wage restraint policies. Alternatively, parties may forgo negotiations with social partners and seek to impose such policies unilaterally if they believe that approach will yield electoral gain or minimize electoral costs.

By combining the separate literatures on political economy and party politics, the book sheds new light on the dynamics of social pacts in Western Europe. Most studies about the politics of economic reform focus on the struggles between the state and interest groups or opposition political parties. In this book Javier Corrales argues instead that the key struggle is between the executive and the ruling party. Deep economic transformations require cooperation from the ruling party. This support allows the state to sustain societal support and simultaneously ward off the potentially paralyzing influence of interest groups. Without such cooperation, the executive loses credibility and the political fortitude necessary to neutralize the opposition from skeptical as well as cost-bearing sectors of society.

Presidents Without Parties puts this argument to the test by examining closely what happened in Argentina and Venezuela during the 1990s. Similarly situated when they embarked on economic reform in 1989, Argentina experienced success, with the reformers reelected in 1995, whereas Venezuela saw its reformersÂ’ efforts fail, leading to a prolonged crisis. Corrales shows precisely how the executiveÂ’s relationship with the ruling party shaped the different outcomes in the two countries. He then applies this argument to eight other cases of market reform in Latin American countries in the 1990s.

Brazilian democracy is in dire straits. This, at least, is the opinion of many observers focusing on Brazil's re-democratisation process. Whereas the emotionally charged transition period culminating in the re-installation of a civilian government in 1985 stirred the hopes of many observers that a renewed civil society would be able to lead Brazil into an era liberal democracy (Sader 1988; Alvarez 1997; Abers 2000; and, Dagnino 2002), these hopes were soon disappointed. American politics during the first two decades of the 20th century are typically presented in the context of two major themes: the Progressive reform movement and the national dominance of the Republican Party, with Republican politicians such as Theodore Roosevelt and Robert La Follette typically seen as the dominant political force behind Progressivism on the national stage.In this book, David Sarasohn challenges the assumptions of the second theme in describing the role of the Democratic Party in the first, arguing that it was in fact the Democrats who were the main party promoting Progressive reforms in national politics in this period.

The main figure behind the party's focus on these reforms, Sarasohn argues, was William Jennings Bryan.Though thrice defeated in his bids for the presidency, as the dominant force in Democratic party politics during this period Bryan was able to commit the national party to a range of antitrust measures and social reforms.Such support, he posits, was essential to the passage of Theodore Roosevelt's legislative agenda and promoted William Howard Taft to pursue a vigorous antitrust effort as president.It was this support that made the Democrats the beneficiaries of the Progressive surge in the 1912 election, which Sarasohn asserts would have been won by Woodrow Wilson even without the Republican Party's split that year.Sarasohn goes on to credit the Democratic majorities in Congress with many of the major Progressive achievements of Wilson's first term in office, even going so far as to claim that the president's successful reelection in 1916 was more the consequence of this effort than the Wilson's own achievements.

Sarasohn's book is a provocative challenge to much of the traditional historical interpretation of politics during the Progressive Era.While some of his arguments are less well supported than others, they force the reader to reconsider the motive forces behind reform on the national political scene.Nobody interested in the Progressive movement, or in the politics of the period, can afford to pass on reading this lively and challenging study, which sheds light on some often overlooked political dynamics of the era. ...
