It has the potential of becoming a vibrant region in the world, given its enormous resources in manpower, technology, agricultural and mineral assets, its history and civilization, arts and culture. Intra-regional exchanges in the SAARC framework and trade among its Member States can realise much of this potential. The idea of regional cooperation in South Asia was first mooted in November, 1980. It was the shared desire of the peoples of South Asia to overcome common problems through mutual cooperation. The primary objective of the Association was, therefore, in the words of its Charter, “to promote the welfare of the peoples of South Asia and to improve their quality of life”. Towards this end, the Charter called for efforts “to accelerate economic growth, social programmes and cultural development in the region”; to promote and strengthen collective self-reliance”; “ to contribute to mutual trust, understanding and appreciation of one anothers’ problems” and to “promote active collaboration and mutual assistance in the economic, social, cultural, technical and scientific fields”. Formally established at the First SAARC Summit at Dhaka on 7-8 December 1985 the Association was a late starter in regionalism. Over a period of nearly a decade and half that SAARC has been in place it carries the image of high profile and low performance. A major explanation in this regard lies in the fact that relationship among the member states have often been marked by mistrust, misunderstanding and even hostility. The most common criticism about SAARC relates to its ‘futility’ in the presence of serious contentious issues between the members of the Association. The modest SAARC programmes and its limited coverage, exclusion of bilateral and contentious issues from its purview and subjecting decision-making process on unanimity are result of this reality.

Dating back centuries, the mountain passes through this Central Asian region bounded the two states together in trade and security. Today, Pakistan, an Islamic state, is only one of two countries that recognizes Afghanistan's Taliban rule. Pakistan's short history as a country as been very turbulent. Fighting among the provinces as well as full-fledged wars with India prevented Pakistan from gaining real stability in the last five decades. It oscillates between military rule and deomocratically-elected governments; between secular policies and Islamic law. Like Afghanistan, it received U.S. military and financial backing as a "frontline" state during the Cold War. In 1998, Pakistan's government jolted the world when it announced that it tested five nuclear warheads following India's own test. The United States imposed severe sanctions on Pakistan and India. In late September 2001, following the terrorist attacks on the United States, the sanctions were lifted in an effort to gain Pakistan's favor in having Afghanistan extradict Osama bin Laden. Some Pakistanis believe that the lifting of US sanctions are not going to usher in economic prosperity but rather bring disaster because we are pitting "brother to fight against his own brother in Afghanistan."

A: This argument that we were taken unawares has been put forward in 1947 as well as 1965. It only reflects that our antennae are not strong enough to catch the proper signals. In the present Constitution, Article 25 in the Chapter on Fundamental Rights of the Citizens states as follows: All citizens are equal before law and are entitled to equal protection of law. There shall be no discrimination on the basis of sex alone. Nothing in this Article shall prevent the State from making any special provision for the protection of women and children. In practice however the promise of equality has not been fully observed. The women continue to suffer in the face of oppressive patriarchal structures, rigid norms and stifling socio-cultural customs and traditions. To improve the situation different commissions in the past were setup by the Government.

Both AKH-N and the Aga Khan Hospital in Dar es Salaam (AKH-Dar) have been expanded in recent years, inlcuding increases in the number of beds. Many of us thought that much of the conflict in the world had its origins in the rivalry between the United States and the Soviet Union and with the end of that rivalry countries could be brought closer together. We were too optimistic. Since 1990 over two dozen deadly conflicts have produced more than 9 million casualties and doubled the number of refugees around the globe from 12 million to 25 million. In 2002 about a quarter of the world's countries [some 55] struggled with armed conflict. Most were low-intensity battles against terrorists or guerrillas. However, according to experts, these are the kind of conflicts that pose the greatest threat to global stability. Political leaders and international institutions have been helpless in the face of the spread of these conflicts which are a mixture of war, organized crime, terrorism, and massive violations of human rights. In most cases, we find that the roots of these conflicts are in the myths and symbols, historical maps, territory, and the stories that people tell about who they are.

An increasing number of women do not observe pardah, and the education of women has been encouraged. Beradari (patrilineage) is the most important social institution. A preferable marriage for a man is with his father's brother's daughter, and among many groups marriages are invariably within the beradari. The lineage elders constitute a council that adjudicates disputes within the lineage and acts on behalf of the lineage with the outside world—for example, in determining electoral allegiances.
