Extractions: Oregon has a two-year, or biennial budget. Each budget begins July 1 of odd-numbered years and lasts for two years. Oregon law requires all governments- state and local- to balance their budgets. How does state government's budget work? The state receives money from a variety of sources, which are grouped into 'funds.' These funds are known as the General Fund, Lottery Fund, Federal Funds, and Other Funds. The total Legislatively Adopted Budget for the 2001-2003 biennium was $34.053 billion. This was a 15.3 percent increase over 1999-2001 total estimated expenditures of $29.525 billion. The General and Lottery Fund part of the budget amounted to $11.974 billion. At the end of the Fifth Special Session in September 2002, this had been reduced to $10.637 billion, for a reduction of 11.2 percent. This reduction assumed that the temporary income tax increase referral would pass. General Fund In 1990, voters approved Ballot Measure 5. This reduced property tax rates, especially for schools, and shifted much of the responsibility for funding public schools to the state's General Fund. The 2001-2003 Legislatively Adopted Budget had $6.7 billion, or 56.4 percent of the General and Lottery Funds being spent on education.

Membership follows accreditation by either the Commission on Colleges or the Commission on Schools. Various NCAA and Pac-10 meetings, as well as the Autzen Expansion, have made the summer a busy one for me. Below are a smattering of questions that I am able to get to at this time. Secondly, I get a lot of the same questions, week after week, so let me address a two of them: Baseball wont be reinstated here at Oregon. I must get a question a week asking me why we dont support a team. Were the only Pac-10 school that doesnt have baseball, which was dropped in 1981 because of budget and Title IX issues. We need to add womens sports, not mens sports, and were looking into adding a womens program in the near future. Another popular question Im asked pertains to a new arena. In late August, were going to conduct a feasibility study that will look at a number of variables in regards to a new facility. Thats a positive step for us and quite similar to the process we went through when we considered the Autzen Expansion. This will be a good first step and an indication that were serious about the construction of a new arena.

With the announcement last March that "reprogenetic" technologies have been used to effectively alter the human germ line, 21st century biotechnology may be in the process of stretching the very meaning of the word "human" beyond all previous limits. We can only guess at the cultural, legal, and ethical questions that inherited genetic modifications (IGM) in humans will raise. But one thing is certain: there will have to be inspired, logical thinking by an engaged and informed citizenry about which biomedical roads we want to go down if our children and grandchildren are to deal responsibly with the challenges ahead. Aimed at creating educational strategies to help accomplish that goal, Geneforum, a non-profit, nonpartisan organization headquartered in Portland was founded in 1999.
