In a move that has provoked little opposition, Taft's budget, which was introduced yesterday, would grant Ohio State a two-year exception to the 6 percent cap on tuition increases. If state legislators approve the provision, tuition would increase by about 19 percent by fall 2003. "I think it's encouraging that there's recognition that certain universities have niches,'' said Holly Wissing, spokeswoman for Miami University in Oxford. Miami has the highest tuition among the state's public universities: $6,403 a year for in-state, full-time undergraduates. Ohio State's tuition is $4,383. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures.
