Jim joined the SBAs New Jersey district office in 1976 as a loan officer. In 1983, he was selected for a government contracting specialist position with SBAs New York regional office in New York City. After several promotions in the government contracting group, Jim became the Assistant Regional Administrator for Procurement Assistance in 1991. From 1993 to 1995, he served as the Area Director for SBAs government contracting programs for the Northeastern United States. In 1995, Jim returned to the New Jersey district office as the deputy district director and served in that position until 2001 when he was named as the acting district director. In January 2003, he was appointed as the district director.
