It is recognized that the Department of Treasury's (Treasury) Internal Revenue Service (IRS) is responsible for administering and enforcing the tax laws in the low-income housing tax credit program under § 42 of the Internal Revenue Code, 26 U.S.C. § 42. In accordance with § 1.42-9 of the Income Tax Regulations, 26 C.F.R. § 1.342-9, low income housing tax credit properties are to be rented in a manner consistent with the Act. Noncompliance of these properties with the low-income housing tax credit provisions is required to be reported to the IRS by state housing finance agencies under 26 U.S.C. § 42(m)(1)(B)(iii).

Extractions: Housing Law Bulletin Congress has adopted a $1.74 trillion FY 2000 budget resolution which sets the parameters for spending by the appropriations committees. The measure, which does not require presidential approval, is a blueprint for allocations that will be made for spending within each of the 13 appropriations subcommittees, including the HUD subcommittee. Among the principal features of the congressionally approved budget are a multi-year $778 billion tax reduction, increased spending for education and defense, and deficit reduction through application of the Social Security surpluses to the national debt. According to projections contained in a letter prepared by the Campaign for Housing and Community Development Funding, the budget assumes huge cuts in discretionary outlays for the federal low-income housing programs. The Income Security budget function, which includes most of the low-income housing programs including public housing, vouchers and housing for the elderly and disabled, would face reductions of 14 percent, or $34 billion, over five years and 21 percent, or $110 billion, over 10 years.

Search The U.S. Department of Housing and Urban Development (HUD) is the Federal agency responsible for national policy and programs that address America's housing needs, that improve and develop the nation's communities, and enforce fair housing laws. Several programs funded by HUD and administered by state and local housing agencies include: Public Housing is low-income housing, operated by your local housing authority. Section 8 Housing is subsidized housing, in which the housing authority gives the tenant a certificate or voucher that says the government will subsidize your rent payments and then you find your own housing. Privately Owned Subsidized Housing , where the government provides subsidies to the owner who then applies those subsidies to the rents he/she charges low-income tenants. FHA Mortgage Insurance Program is a mortgage financing program through the Federal Housing Authority (FHA), a division of HUD. FHA guarantees home loans of 1 to 4 units against default by the borrower. The mortgage industry process approves or rejects loan applicants, then forwards to FHA for default insurance purposes. The borrower pays a mortgage insurance premium (MIP) for this protection. The mortgage limit for the Nashville area is $193,800.
Extractions: The County of Santa Barbara HOME Consortium, with the assistance of its member cities of Santa Maria, Lompoc, Guadalupe and Carpinteria, prepared an Analysis of Impediments to Fair Housing Choice in May 1997, which was updated in March 2000. As part of the preparation, a survey of community service agencies was conducted to assess the number and types of Fair Housing complaints, Home Mortgage Disclosure Act data were collected and analyzed, and maps of the County's racial composition were created. As a result, impediments were identified and an action plan was developed. The following four impediments were identified through the Analysis for the City of Santa Maria. A primary impediment to equal choice of housing in the City at present is the lack of availability of affordable housing, particularly units for large families. Based on the vacancy rates, there is clearly a greater need for larger rental units than for zero and one bedroom units. The lack of affordable larger units constitutes an impediment to Fair Housing, and because Hispanic households tend to be large, they are disproportionately affected. Concentrations of low income and racial/ethnic populations are often segregated from other Santa Maria residents.
