Extractions: The state would be better served by applying its resources to helping the failing schools rather than launching a new program that abandons them. If legislators are inclined to approve a voucher program under the governor's program, the program should be confined to a handful of schools on a test basis rather than statewide. If approved, the progress of students should be tracked and what is working academically in the alternative schools should be instituted at public schools. Vouchers pose the danger of making the state's poorest schools poorer. For vouchers to be absolutely fair, they would have to cover the total cost of an education at private and parochial schools. At that point, vouchers represent a taxpayer subsidy for private and parochial schools at the expense of public schools.
