Through the new communications media, science can provide a wide portfolio of information from which farmers may choose options suitable for local conditions. A range of activities covering cattle, sheep, pigs, goats, chickens, ducks, fish and other animals maybe available, with different levels of intensity as well as different, locally available feed resources. The information system is the basis of this approach, with the role of the scientist as information provider, that of the extensionist as interpreter and the farmer as user. As both the provision and supply of information extends to a greater number of countries the application of more diverse options is likely to result in more sustainable systems that make better use of local resources and are better adapted to the environment (Figure 1). In the past, livestock development has sought to improve production efficiency by introducing new strategies of breeding, reproduction or nutrition, based on institutional research applied to projects in the field. With such an approach, success or failure is determined by the uptake of chosen technologies by the target group The results depend on the appropriateness of the technology to the local environment and on the capacity of the market to absorb increases in milk, meat or other products. Success depends on the particular research activity fitting within the development constraints, whether it is genetic improvement, reproductive technology - artificial insemination (AI) or embryo transfer (ET) - or particular feeding systems. Such an approach is technology-driven rather than demand-driven and fails to take account of the more fundamental objective of rural development which is to improve the relative status of poor countries, disadvantaged areas and poor farmers.

Human health concerns are based on the following theory: The increase in antibiotic-resistant bacteria is well documented in the scientific community. It is widely accepted that the primary cause is the extensive use of antibiotics to treat human illnesses. The issue here is whether antibiotic use in livestock and poultry is contributing to the problem and should be curtailed or banned in those cases where the antibiotics are needed to treat human diseases.

How do we manage a good life for an animal that also means a good profit for the farmer? These issues are at the heart of the 24th Australian Society of Animal Production (ASAP) conference, being held this week in Adelaide (July 7-11). The theme is "Finding the balance: profitability with responsibility". He said the conference, at the Adelaide Festival Centre, was addressing many of the big issues that some of the more specialist societies and conferences don't deal with. One of those issues is sustainability. Professor Hynd said the cost of past and current agricultural practices was indisputable. "The cost to the environment is evident not only in biophysical deterioration, such as the cancerous growth of soil salinity, acidity and erosion and declining water quality, but also in the deterioration of our rural communities," he said. "As we enter the new millennium we must address the environmental costs of our current practices and an increasingly urbanised population that has lost its sense of ownership of its role in creating unsustainable agricultural practices."

The two organisations will pool their biotechnology expertise to develop new vaccines against important pig and cattle diseases, using adenoviruses as vectors to carry vaccines into animals. VIDO Director Dr Lorne Babiuk says both organisations have registered intellectual property rights in complimentary areas of adenovirus vector technology. "This formal collaboration between CSIRO and VIDO produces a synergy of expertise and creates a highly competitive international alliance which will accelerate development of the technology. "The adenovirus vector technology could be used as the foundation for up to half a dozen new vaccines against gut and respiratory diseases. The technology has already proven highly effective in laboratory trials and could soon be translated into commercial products. It is extremely flexible, and could lead to vaccines which will be delivered by injection, inhaled, or added to drinking water or food," Dr Babiuk says. "Results show the trial vaccine was 100% effective in protecting pigs from the disease, which costs the global pig industry millions of dollars each year.

Extractions: MR18/02 (11 June 2002) Livestock reporting service arrangements finalised The future of a crucial component of the red meat industries has been assured with the finalisation of arrangements for Meat and Livestock Australia to operate the National Livestock Reporting Service from 1 July. Cattle Council of Australia President, Keith Adams, said that the arrangement would ensure that the red meat industry continued to be provided with a reliable, accurate and independent market reporting mechanism. First and foremost we had to ensure that a market reporting service would exist in some form. It would be unthinkable for beef producers to be faced with a situation where they did not know what prices were being paid around the country and therefore be able to gauge when, or whether, to market their cattle. Our second highest priority was to ensure the continued independence of the Service. This will be met through the establishment of a User Advisory Group, which will oversee operations and advise on future directions. Last years announcement by Safefood NSW that it would not be continuing the service was a call to action for industry. While we could understand Safefood NSW position, it was seen as critical to the livestock industries that a reporting service continued to operate.

Extractions: EDMONTON, March 27, 2002 A new Alberta-Canada Livestock Welfare Research Partnership (ACLWRP) to support new research based at the federal Lacombe Research Centre was announced today in Edmonton by Agriculture and Agri-Food Minister Lyle Vanclief and Alberta's Deputy Premier and Minister of Agriculture, Food and Rural Development Shirley McClellan. The two governments are partners in the project along with Alberta Farm Animal Care Association (AFAC). "This partnership is a great example of cooperation in research and promotion of animal health and well-being," said Mr. Vanclief. "Successful partnerships such as the ACLWRP will help us brand Canada as the world leader in environmentally-responsible production, innovation and food safety." Mrs. McClellan said animal welfare is a priority in the province. "We already have a high standard of farm animal care plus one of the strongest pieces of legislation in Canada, the Animal Protection Act. However it is important to better understand factors influencing livestock welfare and to implement proactive changes based on sound science. Both the industry and consumers will benefit from this new research," said Mrs. McClellan. Four research categories have been identified for study under the partnership: husbandry practices, disease, non-invasive procedures for measuring stress, and environment. Scientists will evaluate such areas as transport, handling, early detection of sick animals and reduced use of antibiotics; and livestock housing.
